- Synopsis Notice of Intent The Peace Corps intends to award a Firm Fixed Price contract on a sole source basis to Kenexa Corporation (Kenexa), 650 East Swedesford Road, 2nd Floor, Wayne, PA 19087, in accordance with FAR 6.302-1Kenexa has been identified as the only company capable of implementing modifications to the existing Volunteer Delivery System (VDS) and supporting the current VDS to address the agency's revised requirements without substantial duplication of cost to the Government and unacceptable delays. Specifically, the Peace Corps requires modifications to its existing VDS including the 1) design and implementation of an online assessment and rating tool, 2) removal of several existing steps in the current application process, 3) increased functionality to allow applicants to apply for a specific job and 4) a more streamlined and shortened application process. Kenexa, the original manufacturer and current software as a service provider of the VDS, is the sole entity with the current and historical knowledge of the design, development, and execution of the baseline code which established the VDS. Peace Corps VDS utilizes a suite of Kenexa software components for its volunteer application process. The required modifications to the VDS will result in reconfigurations to one or more of these Kenexa components. Kenexa is the only entity which has trained staff with the ability to make the required engineering changes to this proprietary software and support the system modifications in the current production environment without substantial duplication of cost to the Government and unacceptable delays. The NAICS code for this procurement is: 518210, "Data processing, hosting, and related services". This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice (20 January 2014) will be considered by the Government. Responses must be supported with clear and convincing capabilities statement that demonstrates the vendors ability to perform the services outlined above without substantial duplication of cost to the Government and/or unacceptable delays. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable service is provided by Kenexa.
