Description
Mail SorterRequirements RFP Workbook The United States Senate, Office of the Sergeant at Arms (SAA), has a requirement for one (1) Mail Sorter that meets specified requirements as provided in this combined synopsis/solicitation (Solicitation). REQUIREMENTS: The document entitled "Mail Sorter Requirements.xls" and attached to this notice lists all the required specifications for the Mail Sorter and for the proposal submitted in response to this Solicitation. The document contains four (4) tabs, each labeled as ATTACHMENT A to ATTACHMENT D. Each tab contains an attachment required to be submitted with an Offeror's response. All requirements listed in ATTACHMENT A are mandatory unless otherwise noted. Any proposed mail sorter system and components therein must be new, not refurbished. Proposals/quotations must be valid until April 30, 2014. All items shall be priced FOB Destination, Washington, DC. INSTRUCTIONS: An Offeror's response must contain the following completed documents: 1) ATTACHMENT A - Requirements Compliance Table; 2) ATTACHMENT B - Pricing Table; 3) ATTACHMENT C - Maintenance; and, 4) ATTACHMENT D - Past Performance. A cover letter, on company letterhead, shall be submitted with the quotation or proposal. This letter shall be signed by a representative of the Offeror who is authorized to make commitments on behalf of the company. Failure to provide the required information will result in disqualification of the offeror from further consideration. Unnecessarily elaborate submissions are discouraged. SUBMISSION DEADLINE: Quotations must be received no later than Noon EST, January 28, 2014. Responses shall be submitted by email to acquisitions2012@saa.senate.gov. The SAA will not accept any faxes or mail deliveries. The subject line of the email message shall be "RFQ-2014-007 Mail Sorter". QUESTIONS: Questions regarding this Solicitation must be submitted in writing in WORD format no later than Noon, January 17, 2014 to acquisitions2012@saa.senate.gov. The subject line of the email message shall be "RFQ-2014-007 Mail Sorter". Responses to all written questions will be posted as an amendment to this Notice. It is the responsibility of all offerors to monitor this site for the posting of the questions posed and the SAA's responses to those questions. The SAA will not respond to questions submitted after the posted deadline or to any telephone requests for information. Oral communications are not acceptable in response to this Notice. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: (1) Technical acceptability of item offered, in terms of whether it meets or exceeds the solicitation requirements; (2) Past performance information for the Offeror; (3) Warranty offered; and (4) Evaluated price. Non-price evaluation factors are equally important, and collectively, are significantly more important than evaluated price. Responses received without the required information will be considered non-responsive. AWARD INFORMATION: The SAA anticipates making one purchase order award in April 2014. ADDITIONAL INFORMATION: The SAA may require an Offeror to submit completed Representations and Certifications prior to any award. The SAA currently does not anticipate any amendments to the Solicitation. However, prospective offerors are responsible for monitoring this site for release of any Solicitation amendments. The Senate is not responsible for any costs incurred during the preparation of responses to this request. Access by the Senate to information in any files attached to the response is the responsibility of the submitting party. The Senate is not responsible for any failure to access Offeror information.
