Description
CMS Survey & Certification Group Training – National Training Program program services being sought Sources Sought Notification This is an 8(a) Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: 1) the availability and capability of qualified 8(a) small business sources; and 2) Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) set-aside is possible. An organization that is not considered an 8(a) small business under the applicable NAICS code should not submit a response to this notice. The Centers for Medicare & Medicaid Services, Centers for Clinical Standards & Quality (CCSQ), Survey and Certification Group (SCG) is seeking sources that have expertise in providing superior and highly effective ways to manage the CMS SCG National Training Program. The attached document provides further description of the services being sought. Below is a summary of the services. The Contractor will have or have the ability to obtain expert staff for 1) Instructor Support, 2) Website Management & Maintenance, and 3) Instructional Design Services The Contractor's capability to successfully identify, recruit, retain, and manage a team of experts is critical to this source identification, and critical to SCG's successful implementation of the National Training Program. The contractor shall provide performance related information: a description of contracts performed, details of the work performed, the period of performance, the type of contract (fixed price, cost reimbursement, commercial, government, etc.) and the dollar amount of award inclusive of any modification. Please note, a contractor does not have to be an expert in all three areas and does not need to submit capabilities for all three. The contractor shall only submit the capabilities for the category(s) they are superior in. If the contractor identifies themselves as experts in all three categories, they shall submit their capability statement stating so and provide sufficient evidence of their expertise. Currently there is not an anticipated date on releasing a solicitation and CCSQ/CSG is gathering information only. Any potential contractors should respond with capability statements electronically no later than 10:00am EST by January 24, 2014 to Alex Jarema by email at alex.jarema@cms.hhs.gov Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above and attached requirements. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 25 pages. Please also include the following in your response: Business Information -- a. DUNS: b. Company Name c. Company Address d. Do you have an adequate accounting system for government cost type contracts? If so, please identify the agency that audited and approved and please provide verifying documents. (FAR 16.3, Cost Reimbursement Contracts, FAR 31, Contract Cost Principles and Procedures) e. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All contractors must register on the CCR located at https://www.sam.gov/portal/public/SAM/ f. Company Point of Contact, Phone and Email address g. Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses. h. Provide the NAICS code in which you would operate under for this service Questions regarding the outcome of this market research will not be entertained. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
