Description
The Carl Vinson VA Medical Center located 1826 Veterans Blvd., Dublin, GA intends to issue Information for Bid (IFB), Number VA247-14-B-0033, for project #557-10-109, titled "Upgrade Steam Distribution System at the Carl Vinson VAMC" on or about January 14, 2014. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications and drawing will be posted on FedBiz Opps (www.fbo.gov). This solicitation is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). In accordance with FAR 52.204-7, registration is required in the Official U.S. Government "System for Award Manatement (SAM)" at the following website, https://www.sam.gov. This system has consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register at this site. User guides and webinars are available under the "Help" tab. Additional help is available at the Service Desk URL: http://www.FSD.gov. In accordance with VAAR 852.219-10, VA Notice of Total Service Disabled Veteran Owned Small Business Set-Aside and VAAR 819-7005; Offeror submitting a proposal must be CVE verified and visible in the VIP database at time of proposal due date. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality. The VIP database will be checked both upon receipt of an offer and prior to award. The type of work to be performed will be plumbing, heating and air conditioning construction. The primary NAICS code is 238220. Small business size standard is $14.0 million in average annual receipts. This is a pre-solicitation notice synopsizing an upcoming IFB solicitation to satisfy the requirements of FAR 5.201 and 5.2013. The Contracting Office (CO) will not be able to answer any questions pertaining to this notice. Do not contact the CO to schedule a site investigation. Questions will only be answered that are received by Request for Information (RFI) after the solicitation and drawings have been posted to FBO. The CO will not maintain a bidder's mailing list. All interested parties should register via www.fbo.gov "Interested Vendors List". It is the responsibility of the bidder to monitor and download amendments from FBO which may be issued to this solicitation. A pre-bid/site visit will be conducted - all prospective bidders are encouraged to attend. Details of the pre-bid /site visit will be included in the solicitation package. Cost Estimate: The anticipated cost of this is between $2,000,000.00 and $5,000,000.00. Performance Period is 365 calendar days after receipt of Notice to Proceed. Scope of Work/Synopsis: The objective of this project is to upgrade the Steam Distribution System at the Carl Vinson VA Medical Center, located in Dublin, Georgia. The work includes the removal of heating steam lines as well as applicable portions of the heating condensate lines. In addition to removals and replacements of portions of existing steam condensate lines, a new condensate line will need to be installed from Bldg. 27 to Bldg. 26 and make new connections to existing process steam lines as necessary. All work will be done in accordance with VA provided drawings and specifications as well as comply with applicable local, state and federal codes, guidelines and regulations governing such work. THIS PROJECT IS CURRENTLY NOT FUNDED - FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984)
