Description
The National Institute of Standards and Technology (NIST) in Boulder, CO intend to award a purchase order to Laser Mechanisms, Inc. for the purchase of of a high power laser shutter for use in our high power "K lab" calibration laboratory. These specifications are required to allow us to operate a shutter in a full-power 10 kW laser beam. The shutter must be fast enough to meet the timing requirements of our existing measurement procedures as well as able to operate at the very high power levels required by our customers. Specifically, the specifications required of the high power laser shutter are the following: 1. Capable of fully blocking and transmitting laser beams of at least 10 kW continuous power at 1.07 m wavelength and at least 2 kW continuous power at 10.6 m wavelength. 2. Full actuation time must be less than 100 ms.. 3. When closed, the shutter must fully block the beam (no leakage in the operational beam path can be tolerated). 4. Must operate for beam diameters of at least 25 mm. 5. Must be water cooled. 6. Must include integrated high power (>10 kW) beam dump. 7. Must have failsafe operation (system failure causes beam to be blocked). 8. Operational beam height must be no greater than 15 cm off the optical table. A search of other laser shutter companies on the market demonstrated that although many shutter companies exist, none of the products fonds are capable of tolerating powers on the order of our 10 kW requirement at 1.07 m. The laser power notwithstanding, other parameters could not be met by the manufacturors as well. Laser Mechanisms, Inc. is the only known source able to provide a high power laser shutter capable of meeting all of the required specificaitons. IAW with FAR 5.201, This notice serves as the only notice that will be issued supporting the justification for other than full and open competition on the basis of only one known responsible source that can meet the requirement (FAR 6.302-1) and a solicitation will not be issued.
