Description
The USDA, ARS, WBSC, Corvallis, OR intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) The McGregor CO Colfax, WA for a deep furrow split packer drill for planting winter oilseeds. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - Only one responsible source and no other supplies or services will satisfy the agency's requirement. USDA, ARS, Columbia Plateau Conservation Research Center, Pendleton, OR requires a deep furrow, split packer drill to allow early planting of winter oilseeds in conditions where surface soil drying is a problem. This drill will be used in research investigating the economic feasibility and environmental performance of mixed cereal­ oilseed cropping systems in low rainfall areas of the Columbia Plateau. Requirements for achieving good stand establishment include: 1. Easily pass through 30% or more surface residue during seeding without plugging. 2. Place seed in the bottom of a deep furrow, yet cover seed with less than 1 in. of soil. 3. Large diameter packer wheels for forming furrows and preventing sloughing of dry soil into furrow. 4. Narrow (10-ft) width for use with small plot experiments. 5. Box-type seed delivery system with shank-type openers and 39-in tall split packers. 6. Hydraulic-lift highway transport system for moving quickly between sites. 7. Residue management wheels. To our knowledge, there is no other farm equipment manufacturer that can provide a deep furrw split packer drill meeting the above specifications. The Government intends to acquire the above item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide a piece of equipment to the above specifications in writing to the identified point of contact above not later than 3:00pm PDT on January 9, 2014. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Robert Risch, Contract Specialist at the email address listed above with the solicitation number referenced in the subject line.
