- 01/02/2014 AMENDMENT A001 extends the deadline for offers to January 10th, 2014 3:00pm Central Standard Time. Offers are encouraged to be submitted via electronic mail. Please direct inquiries/submissions AFTER 01/03/2014 to the alternate point of contact: angel.taylor@faa.gov The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for TACAN/DME Digital Adapters. The First Article must be tested and approved before production run. See Attachments for complete Specifications and Test Procedures. The FAA contemplates a single award, fixed price type contract. This solicitation/request for offer is available for FULL AND OPEN competition. There is No Set-Aside Restriction. Both Large and Small businesses are invited to participate in this SIR/RFO. The North American Industry Classification System (NAICS) code for this procurement is 336413 - "Other Aircraft Parts and Auxiliary Equipment Manufacturing" with a small business Size Standard of 1,000 employees. The FAA intends to award a single contract based on "lowest-price technically acceptable" (LPTA) source selection decision. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO. Proposals are due no later than 3:00 p.m. local time CST (Central Time Zone), January 10th, 2014 and may be submitted electronically to angel.taylor@faa.gov and monica.price@faa.gov The proposal must be labeled as follows: SIR/RFO DTFAAC-14-R-01628, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. Electronic submission is encouraged. In addition, This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Any questions pertaining to this SIR/RFO should be sent in writing to the Contracting Officer (CO) at monica.price@faa.gov within seven (7) calendar days of the release of the SIR. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
