Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source order under Basic Ordering Agreement (BOA) N00019-11-G-0003, with Bell Helicopter Textron, Inc. (BHTI), to furnish the personnel, services, facilities, equipment and material necessary to perform other engineering, manufacturing and services to produce and deliver an Engineering Change Proposal (ECP) with a Statement of Work (SOW) for the Tail Rotor Gearbox (TRGB) Mounting design effort. Since inception of the USMC H-l Upgrades program, BHTI has been the sole designer, developer, and manufacturer of the H-l weapon system. BHTI was awarded the Engineering Manufacturing & Development (EMD) contract in 1996. BHTI is the only source with the requisite knowledge and experience to complete development, integration, and production of the H-l to meet the USMC requirements. The Government does not have a complete technical data and computer software package, nor sufficient license rights in the technical data and computer software delivered to date necessary to conduct a competition, and BHTI will not sell such a package to the Government. Therefore, BHTI is the sole source that can complete these requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
