- Attachment B - Subcontracting Plan Template Attachments A (1-3) - Securities Liquidation Commission & Fees TFSAFSA14CI0005 The Bureau of the Fiscal Service (Fiscal Service) is issuing this unrestricted solicitation under NAICS Code 523120 for a Contractor(s) to provide services in liquidating a variety of securities; domestic and/or foreign, that could be held at several locations within Treasury. Locations are, but not limited, to Washington D.C., Parkersburg WV, Hyattsville MD, Kansas City MO, Philadelphia PA, Austin TX and Birmingham AL. The Government is contemplating awarding one or two Indefinite Delivery Indefinite Quantity Contracts for a base period of 12-months and four 12-month options periods, inclusive of firm-fixed unit prices for liquidating domestic and/or foreign securities resulting from this solicitation, as described in the performance work statement, herein. Offerors shall submit a proposal in accordance with the solicitation on or before the due date listed herein. A few notable changes/additions from the prior solicitation (TBPDBPD13CI0003) and request for information (RFI-BPD-13-0069) posted on FedBizOps: 1. The Government is no longer requiring that the prime Contractor has to have the EuroClear account or an equivalent account to process foreign securities at their level; however, either they and/or their subcontractors (i.e. clearing house) shall demonstrate they meet this requirement (Refer to PWS Section 6.2). 2. The Government is no longer requiring that the prime Contractor has to have the $10 million Medallion Signature Guarantee at their level; however, either they and/or their subcontractors (i.e. clearing house) shall demonstrate they meet this requirement (Refer to PWS Section 6.3). 3. There are a few others listed on the Standard Form (SF) 1449. Interested Offerors are also encouraged to review the prior information posted on FedBizOps under RFI-BPD-13-0069 (i.e. Amd 7 - Q&A & Addl Info).
