- THIS IS A PRE-SOLICIATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the Officer in Charge of Construction, Marine Corps Installation East intends to solicit proposals and award a combination Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract for maintenance and inspection and repair of Vehicle Barriers at Marine Corps Base Camp Lejeune and Marine Corps Air Station. The work includes, but is not limited to, maintenance and inspection and repair of vehicle barriers (Barrier1 and K4 Future Wedge systems) at Marine Corps Base Camp Lejeune and Marine Corps Air Station. The contractor will be required to provide all labor, supervision, tools, material, equipment and transportation required to maintain vehicle barrier systems in accordance with the manufacturer ™s original specifications and fulfill all requirements of the contact in accordance with industry standards. In addition, the contractor shall perform routine service calls and indefinite quantity work necessary to restore systems and equipment to satisfactory working conditions, which may include damage work. The procurement method to be utilized is FAR Part 15 Contracting by Negotiation. The NAICS Code for this procurement is 811310 and the annual size standard is $7,000,000.00. The contract term will be a base period of one (1) year plus four (4) options years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The contracts will replace a contract for similar services awarded in 2012. Information about the incumbent contractors is included below: Barrier1 Systems, Inc. 8015 Thorndike Road Greensboro, NC 27409 Period of Performance: 1 October 2012 thru 31 March 2014 Current Amount: $47,100.00 Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available, free of charge. The solicitation will be available for electronic download on or about 21 January 2014. Proposal will be due on or about 20 February 2014 at 2:00 PM. The proposed contract is limited to qualifying small business contractors. All other firms are deemed ineligible to submit offers.
