Description
The United States Environmental Protection Agency (EPA), Region 5 in Chicago, IL in support of the Great Lakes National Program Office (GLNPO) is issuing this sources sought to perform market research per Federal Acquisition Regulation Subpart 10 to note the availability and adequacy of qualified sources to determine an acquisition strategy. The NAICS code associated with this sources sought is 562910. This is NOT A REQUEST FOR PROPOSAL. EPA is not obligated to and will not pay for information received in response to this sources sought. This sources sought is not a solicitation and does not commit the government to award a contract. EPA is seeking interested firms capable of performing environmental dredging in Great Lakes rivers and harbors and dredged material handling of sediments for multiple projects up to a five year period. GLNPO executes a budget of approximately $50 million per year to facilitate sediment remediation projects varied in scope between 10,000 cubic yards (CY) and 500,000 CY of contaminated sediment per project. Approximately three to five project start per year, depending on their size. Recently executed remediation projects include the Sheboygan River Legacy Act Cleanup: and the Grand Calumet River Legacy Act Cleanup:. These projects are examples of large scope remediation projects at 160,000 CY and 350,000 CY of sediment and are completed in phases over a period of four to five years. To illustrate the type of work contemplated described herein specifications are attached to the sources sought for the East Branch of the Grand Calumet River. All interested vendors are encouraged to respond with the following: 1.A one-page cover letter noting company name(s), address(es), Dunn & Bradstreet number(s), contact information, and a statement indicating whether the submission is from an other than small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business Zone small business (HUBZone). The North American Industry Classification System (NAICS) code for this action is 562910. All interested must register in the System for Award Management (SAM) database; ensure NAICS 562910 is represented. 2.A one-page list of projects initiated within the previous five years representing scope in cubic yards between 10,000 CY and 500,000 CY. 3.A one-page chart of teaming arrangements or partnerships if the submission represents experience shared between multiple entities. 4.A five-page reaction statement in response to the East Branch Grand Calumet design. This is not a capability statement. The purpose of this submission is to receive industry input regarding industry practices. This is not a solicitation for a technical proposal; proprietary information should not be submitted. Consider discussing, for example: green or sustainable practices as they apply to remediation, reflect on common challenges or risks that impede contractor performance and innovation, the benefits and impediments of commonly used terms and conditions under similar contracts and agreements. Additional topics are welcome. This submission is optional. Questions will not be addressed at this time. Post submittal one-on-one information sessions with respondents will not be held.
