Description

Sole Source Justification The United States Coast Guard Navigation Center (USCG NAVCEN) intend to purchase Professional Maintenance Service for TRANSAS Proprietary TX-97 Vector Electronic Chart Information and Display System (ECIDS). The TRANSAS TX-97 ECIDS Console is currently deployed on all 87’ WPB’s throughout the Coast Guard, along with selected 110 WPB’s Cutters. Only the proprietary TRANSAS TX-97 Electronic Charts are compatible with this ECIDS. This requirement is a continuation of Professional Maintenance Service being provided by TRANSAS USA, Inc. under the current contract to NAVCEN. NAVCEN needs continued Professional Maintenance Service of the TX-97 to facilitate Chart updates. The USCG has been unable to identify any vendor that can provide Professional Maintenance Service for the proprietary TX-97 Chart Cards through Market Research conducted for the past seven consecutive years. Therefore, it is apparent that there are no interested or qualified sources to satisfy this requirement. In order to avoid any disruption of the Professional Maintenance Service currently being provided by TRANSAS USA, Inc., the United States Coast Guard awarded a Firm-Fixed Price Purchase Order on a SOLE SOURCE basis to TRANSAS USA, Inc. based on their past experience maintaining the Chart Cards and sole proprietorship.
