- THIS NOT A PRE-SOLICITATION. This is the actual solicitation. For more information please go to www.fedconnect.net. The U.S. Geological Survey (USGS), Administration and Enterprise Information (AEI), Office of Information Technology Services (OITS), Science Information Delivery (SID) Warehouse in Building 810, Denver Federal Center (DFC), Denver, CO is the main distribution point for USGS published products. The central shipping system that is used to process all of the outgoing packages shall meet or exceed the USGS shipping requirements and at the same time satisfy the technical security parameters. The Contractor shall deliver and install the hardware, firmware and software components and their follow-on upgrades for a shipping/mail meter system which meets or exceeds the Technical Requirements. The Contractor shall render services, non-personal, to provide all plant equipment, labor, travel, and materials (unless otherwise provided herein) necessary for on-site maintenance for the shipping/mail meter system; including parts, labor, and travel expenses, and preventive maintenance at USGS AEI OITS SID Warehouse in Building 810, Denver Federal Center (DFC), Denver, CO. Offers shall include (8) pricing solutions of which one will be selected as best value to the government: 1. Purchase price including a PC, including a scale; with five years of maintenance (Base Year and 4 Optional Years); 2. Purchase price including a PC and not including a scale; with five years of maintenance (Base Year and 4 Optional Years); 3. Purchase price not including a PC (but including a specification sheet for the required PC) and with a scale; with five years of maintenance (Base Year and 4 Optional Years); 4. Purchase price not including a PC (but including a specification sheet for the required PC) and without a scale; with five years of maintenance (Base Year and 4 Optional Years); 5. 60-Month Lease/Rent including a PC, including a scale, and including maintenance; 6. 60-Month Lease/Rent including a PC and not including a scale, and including maintenance; 7. 60-Month Lease/Rent not including a PC (but including a specification sheet for the required PC) including a scale; and including maintenance; and 8. 60-Month Lease/Rent not including a PC (but including a specification sheet for the required PC), not including a scale; and including maintenance. he Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor A Technical. Offerors shall include documentation that readily demonstrates that their proposed system shall satisfy ALL Technical Specification Requirements and Maintenance Service Requirements. Factor B Past Performance. Past performance (quality, timeliness, business relations, comparable experience, and technical compliance and performance). Offerors shall submit references from not less than three (3) customers that have purchased similar items/services within the last three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offerors quotation. In addition, any information obtained by the Government from references outside of the offerors quotation may also be used, in a similar manner, in the technical evaluation of the offerors quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. Factor C Transition Plan. Offerers shall include a narrative, not to exceed five pages, explaining the transition plan to convert from the existing system to the offered system. Factor A will be considered greater importance than Factors B and C. Factors B and C will be of equal value. The combined evaluation factors will be considered of greater importance than Price. Award shall be made to that vendor whose quotation, conforming to this RFQ for all line items, is determined to be most advantageous to the Government, price and other factors listed. In determining which quote offers the greatest value or advantage to the Government, overall technical merit will be of greater importance than price. Between substantially equal technical quotations, the proposed evaluated price or cost will become the major factor in selection for award. Between acceptable quotations with significant difference in technical rating a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost. Proposals/Quotes shall be submitted via FedConnect.net or via email to ddowney@usgs.gov. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The offeror must provide within its proposal/quote the number of days required to make delivery after it receives a purchase order from the buyer.
