Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 14-233-SOL-00045. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71. (iv) The corresponding NAICS code is 511140 and the small business size standard is 500. (v) List of contract line item number(s) and items, quantities and units of measure - Contract Line Item # 1, Quantity 1 subscription. Description below: 1 Subscription Renewal to the National Drug Data File (NDDF) and Premium Module Medicare Module. The NATIONAL DRUG DATA FILE (NDDF) consists of the following: NATIONAL DRUG DATA FILE (NDDF), Enhanced Package: COUNSELING MESSAGES MODULE DOSAGE RANGE CHECK MODULE DRUG ALLERGY MODULE DRUG-DISEASE CONTRAINDICATION MODULE DRUG-DRUG INTERACTION MODULE DRUG-FOOD INTERACTION MODULE DRUG-LAB INTERACTION MODULE DUPLICATE THERAPY MODULE INDICATION MODULE INTRAVENOUS MODULE MIN/MAX DOSAGE MODULE PATIENT EDUCATION MODULE (English) PRECAUTIONS MODULES (GERIATRIC, PEDIATRIC, PREGNANCY, LACTATION) PRESCRIBER ORDER ENTRY MODULE (POEM) PRIORITIZED LABEL WARNINGS MODULE (English) SIDE EFFECTS MODULE PREMIUM MODULE MEDICARE MODULE-HCPDS Select Includes the annual license fee and annual license fee for Medicare data (vi) Description of Requirements - See (v) above (vii) Delivery and services are to be delivered FOB to Washington, DC. The period of performance is January 15, 2014 through January 14, 2015. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or acknowledge its listing in the System of Award Management (SAM). (xiii) Sole Source Justification: Pursuant to FAR 13.016-1(b), the Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Services, on behalf of the Office of the Inspector General (OIG) intends to negotiate and award a purchase order on a sole source basis to First Databank, Inc. First Databank, Inc. is the sole providers of the National Drug Data File (NDDF). First Databank is the only distributor of the NDDF. There are no other vendors authorized to sell this software. First Databank, not only creates the data but develops and maintains the data of the NDDF for every customer.
