- This is a request for information (RFI) / SOURCES SOUGHT. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Responses to this notice are not considered offers and cannot be accepted by the government to form a binding contract. The purpose of this request for information is in support of market research being conducted by the Mission installation Contracting Command (MICC) to identify potential sources and gather information on current capabilities within the market. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. The level of security clearance and amount of foreign participation in this requirement has not been determined. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this Market Research. Contractor shall provide a minimum of one (1) and a maximum of fifty (50) Indirect Fired Heaters, to include transportation, to support operations for a period of performance 6 January through 6 March 2014 for Combat Support Training Programs 78-14-01 at Joint Base McGuire Dix Lakehurst, (JB MDL) NJ. Specifications: Contractor shall provide heaters with the following capabilities: a) 500,000 BTU 115 volt Indirect Fired Heater b) 12' x 25' High Temperature Duct c) Remote Thermostat d) Fuel piping, gas connections pressure testing and purging of natural gas line e) (100) 10lb fire extinguishers f) Delivery/Removal of equipment Government shall provide the following: a) Diesel fuel for the purpose of refueling and maintaining contractor supplied heaters b) 48-hour advanced notification for start-up assistance, as required c) Soldier escort(s) to specified training site locations to ensure proper start up, as required d) Duct assembly of equipment e) Moving equipment/personnel to assist the move of heaters from delivery vehicle to building 597 Description of Services: The contractor shall provide all personnel, equipment, tools, material, supervision, and other items and services associated with the performance of these services. An initial inspection will be conducted per site with contractor, and selected personnel, as needed. Re-inspections will be conducted, as needed and a joint inspection at the conclusion of the contract and date of pick up, in order to ensure heaters are returned to contractor in working condition. Contractor shall provide all necessary components for heaters. Special equipment for heaters shall include everything required to operate the facilities for the period of performance outlined, to include, but not limited to: Temperature duct and thermostat. Contractor shall post a picture or graphic and the spec's of the equipment it is offering. Contractor will maintain all units in working order; special attention should be paid to operation and maintenance concerns resulting from inclement weather. Contractor shall provide the following: a) assistance with system design and equipment layout b) Factory trained and certified service technician(s) onsite to train 78th personnel in proper start up of equipment c) Initial start up of equipment, on/around 11-13 January at specified training site locations d) 24-hour emergency assistance, 7 days a week Delivery and Pick-Up: Delivery and pick up shall be at building 5975, Fort Dix, NJ 08640. A 78th personnel representative will be available to guide delivery driver(s) to said building from Commercial Gate #9 at a date/time coordinated after award of contract. Delivery and pick up locations by the Contractor are in accordance with contract performance dates. The Contractor shall provide all state and federal safety and environmental testing necessary for operation, onsite technical support, and pick-up of equipment. At the direction of the COR, Contractor shall be available on 6 March to remove fifty (50) heaters from building 5975, Fort Dix, NJ. Government representative will contact contractor to coordinate pick up of heaters at the conclusion of the contract. Maintenance and Repair: The Contractor shall be responsible for all maintenance, warranty work and repairs to the equipment. Contractor shall be responsible for repairing equipment or associated equipment required for operation within a 24 hour period. If repairs cannot be completed within the specified timeframe, the contractor shall notify the COR and present a plan that allows for contractor to continue to meet the requirements as outlined during the period of performance. If there is damage that is caused by Government negligence other than normal wear and tear, the Government will be responsible for the repairs or cost of repairs.
