Description
THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC) and HIV/AIDS Bureau (HAB) is planning to issue a solicitation number 14-250-SOL-00011 to provide technical assistance and consultative support to BPHC and HAB grantees. The solicitation will be issued as an 8(a) Small Business Set-Aside. The resultant contract or contracts will be Indefinite Delivery Indefinite Quantity (IDIQ). The solicitation will reserve the right for HRSA to make multiple awards and compete task orders among the awardees. The period of performance will be for a twelve (12) month base period with four (4) twelve (12) month option periods. The Government intends to issue a solicitation on or about January 20, 2014. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the size standard is $14.0M. The purpose of this solicitation is to obtain a variety of technical assistance and consultative support to the grantees of BPHC which funds Health Centers in communities, providing access to high quality, family oriented comprehensive primary and preventive health care for people who are low income, uninsured, or living where health care is scarce and for grantees of HAB which administers the Ryan White HIV/AIDS Program, the largest Federal program focused exclusively on HIV/AIDS care. The technical assistance is intended to enhance program performance and management systems of grantee activities and to increase access to quality health care services and reduce health disparities among uninsured and underserved populations. Technical assistance provided to grantees may include the development of written materials, research reports, data analysis, assisting with organizational and administrative needs, training of grantees on various topics, training resources, program assessments, conducting assessment site visits, improving internal systems, clinical performance improvement activities, peer to peer assistance, and outreach efforts. Technical assistance may also be needed in these areas: organization, administration, phone consultation to grantees, quality assurance plans, quality improvement plans, strategic management support, assessing and assisting in targeted program areas, onsite and off-site reviews, developing or improving internal management systems, developing, installing or improving financial systems and basic accounting methods, capacity building, and content-specific expertise. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
