- This project is a for a Design-Build contract to improve military family housing in the Las Palmeras area of the Naval Station at Rota, Spain. The project includes general interior and exterior repair, modernization and renovation of 119 existing officer and enlisted housing units (59 duplex units and 1 standalone residence) originally built in the 1950s. The work includes furnishing of all labor, management, supervision, tools, materials, and equipment necessary to perform general interior and exterior repair, modernization and renovation of 119 units. All of the 119 units will meet the "whole house" standards criteria according to the "UFC 4-711-01 Family Housing" and the NAVSTATION Rota Overview RSIP (Regional Shore Infrastructure Plan)Design Guidelines (dated March, 2005) also referred to as the BEAP (Base Exterior Architecture Plan). The work includes complete revitalization of the homes including renovation of kitchen and bathrooms, minor additions and replacement of interior finishes, electrical systems, HVAC ducts and fixtures. Exterior repairs include cleaning, painting, waterproofing, crack repair and removal of roof debris. A solar hot water system will also be added to each unit. The project will be designed to the more stringent of US building codes, specifically the "International Residential Code", and Spanish Standards and Norms as applicable. While LEED registration and certification is not required, the project shall utilize the US Green Building Council LEED for Homes Rating System to endeavor to achieve an equivalent of a "LEED Silver" rating level. The project will define what elements need to be considered. Anti-terrorism Force Protection (ATFP) considerations are not required for this project, however windows and sliding glass doors shall be designed "hardened" to the specifications required to resist Explosive Safety Quantity Distances (ESQD) in housing units indicated on the civil drawings included in Part 6 of this RFP. Site improvements are also a part of this project, and include storm sewer systems, sidewalk and patio repairs, pavement patches for utility cuts, and turf for all 119 units, tree replacement, installation of irrigation systems and grading improvements to facilitate drainage away from housing units and towards existing and new storm drainage collection systems. Water service line replacements are also included. The project will also provide for asbestos and lead-based paint investigation, reporting and subsequent removal of any found hazardous materials. Mold conditions exist in these units and are manifest in various locations including exterior and interior ceilings, walls and at wall/floor interfaces. Mold abatement is required. Selective building demolition is required in conjunction with the Whole House Revitalization, and is shown conceptually in the design drawings included in part 6 of this RFP. Actual demolition, shoring and protection of the existing structure to remain shall be determined by a licensed structural engineer and is the responsibility of the Design/Build contractor. This two-phase design-build procurement will utilize Best Value Source Selection using Trade-off procedures, requiring the submission of both technical and price proposals. Estimated price range for this project is between $8,000,000 and $16,000,000. The solicitation as well as all notices/amendments related to this solicitation will be posted to the Federal business Opportunities website at www.fbo.gov on or about 15 January 2014. All documents will be published on the Federal Business Opportunities website. All interested firms must be registered on the FBO website in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the offeror to check the website daily for any updates/amendments. Prospective offerors will have access to the solicitation at the FBO web site by searching for the solicitation number, N3319114R1007 (no hyphens). Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to the solicitation.
