Contract Award Dollar Amount: $32,000,000.00 over 1 year Contract Award Date: 01 April 2014 Contractor: Ke'aki Technologies Description: The services provided by Ke'aki Technologies under the current award augment the USAMRIID's mission, and are issued via task orders on a division-wide basis. There are four other laboratories that also have task orders issued under the Indefinite Delivery Contract (IDC). The follow-on re-compete action will contain a hybrid contract type, allowing for the resultant task orders to be issued either on a Firm-Fixed-Price or Cost-Plus-Fixed-Fee basis, based on the whether the services to be provided are deemed commercial or non-commercial. Strategic sourcing techniques will be employed on the re-compete action to improve the ordering efficiency for the Government. More time will be needed to complete the re-compete documentation to replace W81XWH-08-D-0050 that is scheduled to expire on 3/31/14. A one-year extension of the current contract is required to allow the necessary time to issue and award a competitively-issued RFP under the SBA's Competitive 8(a) Program. The current award must continue without interruption while the re-compete is occurring. With 30% of the existing USAMRIID staff being contractor positions, the mission of USAMRIID would experience significant degradation if the current contract did not continue. The FAR cite 6.302-1 provides for the fact that only one firm's contract is being extended, while the DFARS cite 217.204(e)(i)(B) allows for Indefinite Delivery Contracts (IDCs) to contain an ordering period of up to ten years through the processing of a modification to the award.
