- This is NOT a design build procurement. This project will construct a new 710 m2 Tactical Missile Maintenance Facility (TMMF) for the maintenance operations, including assembly, disassembly, inspection, testing, and repair of precision guided munitions. This procurement is being advertised as a Historically Underutilized Business Zone (HUBZone) set-aside inviting all certified HUBZone firms to submit non-price and price proposals. This is a Design-Bid-Build (DBB) project that is being procured under full and open competition after exclusion of sources. A one time pre proposal site visit will be scheduled. Please see the RFP, when issued, or any amendments to this synopsis for updated information on the site visit. Estimated range is from $5,000,000 to $10,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is set aside for participation by all SBA certified HUBZone Small Business Concerns. This is a source selection procurement requiring both non-price and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint. All technical factors, when combined, will be considered of equal importance to the Performance Confidence Assessment (Past Performance). All non-price evaluation factors, when combined, will be considered approximately equal to price. The non-price evaluation factors are anticipated to be as follows: Factor 1 - Recent Relevant Project Experience and Factor 2 - Past Performance (Performance Confidence Assessment). The Request for Proposal (RFP) will be available on or about 07 January 2014. The RFP, including drawings, will be available through the Federal Business Opportunities (FBO) website at the following direct link https://www.fbo.gov/fedteds/TDPN6274214R13 18 after the RFP is issued. Printed copies or CDs of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain explicit access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project documents. Amendments will be posted to the web site at the following direct link https://www.fbo.gov/fedteds/TDPN6274214R1318. It is highly recommended that firms register on the FBO website as this will be the only available listing of plan holders. It is the responsibility of the offeror to check the FBO website periodically for any amendments to the solicitation. All prime firms are required to complete the System for Award Management (SAM) via the website at https://www.sam.gov.
