- Bureau of Land Management (BLM) California State Office, for the Arcata Field Office is issuing this combined synopsis/solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-70, dated September 30, 2013. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 115310-Support Activities for Forestry-Fuels Management Services; small business size standard is $17.5 million; Product Service Code (PSC) F014 Natural Resources/Conservation- Tree Thinning. Lacks Creek Sudden Oak Death Mitigation Unit A This project involves felling, slashing and piling tanoak and California bay trees on a 142 acre unit in the Lacks Creek Management Area, CA (Humboldt County). This project is a felling, slashing, hand piling and cover project. The project area is a diverse conifer and tanoak stand with diverse age classes, species composition, and topography. Slashing and piling is being done to reduce the density of tanoak trees and reduce fuel loadings in an area at risk from the pathogen Phytophthora ramorum (also known as Sudden Oak Death or SOD). In addition to cutting and piling tanoak, the project includes the cutting and piling of all California bay trees which are a limited component of this diverse stand. Specifically, the project involves the implementation of the following prescription to a minimum leave tree spacing of 20 feet x 20 feet: SpeciesFalling Residues California bayFall all trees unless marked otherwisePile and cover all limbs, boles and tops less than 8 inch in diameter TanoakFall all trees up to 16 inch DBH Pile and cover all limbs, boles and tops less than 8 inch in diameter Due to the diverse characteristics of unit vegetation and topography, prospective contractors are strongly encouraged to attend a pre-bid tour on January 14, 2014. Unit is only accessible through a locked gate and not open to public access. Slope of the project area is diverse. The project area is generally less than 35 percent but includes areas up to 45 percent slope. Material to be treated by hand piling is all slash between 1 inch and 8 inches in diameter and greater than 2 feet in length. Slash less than 1 inch in diameter or less than 2 feet in length shall be left on the ground. Slash left on the ground shall not exceed 1 foot depth. Felled tanoak and bay trees greater than 8 inches will be limbed and the tops (less than 8 inches) removed. All limbs and tops are to be piled along with smaller trees meeting the above specifications. All piles shall be covered with a minimum of 6-foot by 6-foot piece of 4-mil polyethylene plastic, such that at least 80 percent of the pile's surface area shall be covered. All four corners and the middle of the plastic sheets shall be anchored with slash or other debris. Polyethylene sheeting will be provided by contractor. Piles should be located as far away as feasible from leave trees to limit mortality during later prescribed burning. Project Area Location: The thinning unit (143 acres) is located in the Lacks Creek Management Area in Humboldt County, California. (See attached map). Project boundaries will be marked with blue flagging. Performance Time: 60 Calendar Days Estimated Start Date: February 19, 2014. Other Restrictions: No Camping within the Management Area.
