Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a supply requirement entitled: quote mark Lower Monumental Un-watering Pump repair. quote mark The purpose of this sources sought is to determine interest and capability of potential qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE), Service Disabled Veteran Owned Small Businesses (SDVOSBs), Economically Disadvantaged Woman Owned Small Business, and small business relative to the North American Industry Classification code (NAICS) 811310. The Small Business size standard for this NAICS code is 500 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. It is required that all businesses have an active registration in the System for Award Management (SAM), and are not part of the excluded parties list for federal acquisition. This announcement constitutes a Sources Sought Synopsis (motor repair). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Summary Scope of Work: The Powerhouse Un-Watering Pump Motor has been in service since original construction. It is a key piece of Main Unit Generator Turbine un-watering process to safely lower and maintain draft tube chamber water. The pump controls flooding by preventing flooding from river leakage from both up and down stream. This pump motor should not be out of service while crews are making repairs inside the Draft Tube, Turbine & Blades and Wicket Gates. Motor has received damage due to vibration while running due to age and normal pump wear. Refurbishing this motor will increase the safety of personnel and equipment. This motor requires a repair to achieve success for the upcoming outages in FY 14, turbine liner repair and un-stacking of Main Unit 1 to replace turbine blades. The contractor shall refurbish to like new condition (1) High Thrust - US Electric Induction Motor per the specifications listed below. The bidder will use all new parts and materials and the labor cost and disposal of parts shall be included in the price. The bidder's price shall include all shipment costs for pickup and delivery to Lower Monumental Lock and Dam. After receiving, dismantling and inspection, vendor shall contact project for authorization prior to performing any additional work outside the scope of this contract. Motor Specifications: 300 Horsepower 1180 RPM 4,160 VAC 39 AMPS 3 Phase 60 HZ. FRAME: 5009PM TYPE: HU DESIGN: B CODE: G INSL.CLASS: B S.F: 1.15 AMB. MAX: 40C ID # : P100P0840518R-1 NRR Upper Bearing: 7226MG-6OIL CAP UPPER: 12 QTs. Lower Bearing: 6219-JOIL CAP LOWER: 2 QTs. Codes and Standards: The references to be used in conjunction with these repair specifications are the latest editions of the following: UL 1674 Electric Motors and Generators for use in Hazardous Locations. EASA AR100-1998 Recommended Practice for the Repair of Rotating Electrical Apparatus. IEEE 43 Recommended Practice for Testing Insulation Resistance of Rotating Machinery. IEEE 112 IEEE Standard Test Procedure for Polyphase Induction Motors and Generators. ISO STD 1940-1, Mechanical Vibration - Balance Quality Requirements of Rigid Rotors. NEMA STD. MG-1, Motors and Generators. Motor Reconditioning Components: Contractor must test, inspect, and notify project for approval & authorization of any additional work required. Contractor must test, inspect, and clean motor Stator to the current industry standards for insulation equal to like new or the original state including Dip & Bake of windings. Clean and insure existing rotor to the current industry standards for like new or equal to original. manufacture's specification. Replace all motor bearings with new bearings that meet or exceed the manufacturer's original specifications. Clean bearing housings and replace with new lubricant to meet or exceed the manufacturer's original specifications. Inspect Motor T-Leads (conductors) as required. Replace the existing Motor T-lead gasket with a new gasket. Replace/Repair any motor heater and test after completion. Prior to assembly of the motor ensure that all parts are of like new condition and paint the areas that need painted inside of the motor as necessary. After assembly and during assembly the motor should be tested to ensure that motor has no abnormal noise, vibration or heating that is occurring after the refurbishing of the motor. A copy of all tests performed on the motor should be provided with the motor when it arrives on-site. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS 1.Your intent to submit a quote for this project when it is formally advertised. 2.Name of firm with address, phone and point of contact. 3.CAGE Code, DUNS number or a copy of your System for Award Management (SAM) information 4.The category of small business, such as 8(a), HUBZONE, SDVOSB, etc. 5.Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in repairing and rebuilding motors of this type. 6.All parts not specifically mentioned which are necessary, or which are regularly furnished in order to provide a complete functional unit, shall be furnished by the successful quoter and shall conform in strength, quality of material, workmanship and sound engineering standards. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. If an inadequate amount of responses are received, this solicitation may be issued for full and open competition.
