Description

This is a SOURCES SOUGHT NOTICE only. The purpose of this sources sought is a market research to find interested small businesses, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and 8(a) small business that are capable of meeting the scope of work and technical requirements. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The VA Gulf Coast Veterans Health Care System (VAGCVHCS) is seeking, preferably small businesses capable of providing Electrical Testing, Maintenance and Evaluation Services of Electrical Systems and Equipment to the Southeast Louisiana Veterans Healthcare Systems (SLVHCS) located in New Orleans, Louisiana. I. General: This specification delineates the scope of work and technical requirements for the periodic testing, maintenance, evaluation and one-line drawing update of a limited portion of the electrical distribution system at this 1,000,000 square foot facility. Most work will be performed nights and weekends. As a guide to the prospective bidder, the VA will furnish, upon request, a set of drawings (6 sheets). These drawings reflect the overall layout and magnitude of the system as installed, but may no longer be accurate due to subsequent construction changes. Upon request, the prospective bidder or successful Offeror will be given access at the facility to any and all drawings available which depict the installed electrical distribution system and/or electrical work under construction but not yet completed, and to test reports from previous, similar contracts. The contractor must prepare new, updated single line electrical drawings as part of this contract. 1. Electrical systems and equipment to be inspected, tested and preventive maintenance accomplished for are defined as: All energized VA-owned electrical distribution systems from Entergy (public utility) service through and including all main low voltage circuit breakers and all other circuit breakers installed in the switchgear, 28kv/480v Generators and Switchboards located in various location of the facility. Once again this is a SOURCES SOUGHT seeking interested Parties. Offeror's response to this Notice shall be limited to 5 pages and shall include the following information: "Offeror's company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address "Offeror's interest in bidding on the solicitation when it is issued to www.fbo.gov and/or www.gsaadvanatage.gov "Offeror's capability to meet this requirement including any current contracts (Civilian or Government). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that shall also be utilized. "Offeror's type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned (VOSB) must be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor. The North American Industry Classification System (NAICS) codes for this acquisition are 334515. Responses must be received by no later than 4 pm Central Standard Time, January 6, 2014. Responses shall be emailed to tina.harris3@va.gov using "sources sought number VA256-14-I-0284" in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an "interested party" in www.fbo.gov doesn't constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered a source. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO/GSA website in the near future. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought notice. All interested parties are reminded to be registered with System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts.
