- Attachment F 2014 ILEA Training Schedule Attachment E Minutes of Pre-Solicitation Conference including Q&A Attachment D Quote Spreadsheet Description of food service requirement, required proposal format and attachments The Bureau International Narcotics and Law Enforcement Affairs, Department of State, is issuing a combined synopsis/solicitation for food service at the International Law Enforcement Academy (ILEA) San Salvador. The Government contemplates awarding a Single Award Firm-Fixed-Price contract for this training using commercial item procedures under FAR Part 12. Proposals must reference synopsis/solicitation # SINLEC14Q0003. If you intend to submit a proposal you must ensure that all requested materials are attached with your submission. Award will be made based on the Best Value approach. Services sought under this solicitation fall under NAICS code 722310 Food Service Contractors. Place of performance will be the ILEA facility in San Salvador, El Salvador. No set-asides apply to this solicitation. All questions regarding this solicitation must be submitted via e-mail to henriksenc@state.gov by January 3, 2014, not later than 11:00 AM Eastern Daylight Time. No questions received after this date will be answered. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation. The following evaluation factors listed in descending order of importance apply to this task order procurement and will be used to evaluate the offer: Management Approach and Technical Capabilities Organization Experience Past Performance Cost/Price Send the proposal via e-mail to henriksenc@state.gov no later than January 10, 2014, no later than 11:00 AM Eastern Daylight Time.
