- See change to NAICS code: In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the competition level for continued labor support for in-house laboratory, engine, rig, and aircraft testing activities related to the FAA William J. Hughes Technical Center's NextGen Alternative Fuels for General Aviation Program A11m and the Propulsion and Fuels program A11b. The William J. Hughes Technical Center is located next to the Atlantic City International Airport, New Jersey 08405. The requirement entails alternative fuel testing in coordination with government and industry organizations as outlined in the DRAFT Statement of Work attached to this announcement. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the required tasks. Depending on the outcome of this market survey, the FAA may decide to do a full and open competition, competition amongst existing engineering contract vehicle participants, or set aside the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. Potential sources are cautioned that no further announcements may be made if a competitive small business set-aside is accomplished. The NAICS code for this effort is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) . Vendors must complete the attached Business Declaration Form and return with your submission. Interested companies are required to submit the following: (a) Capability Statement Submit a summary of your firm s capability in meeting the FAA s requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) technical approach, (iii) corporate experience with this type of work in a campus setting, (iv) any additional information to assist the FAA in planning the acquisition strategy The capability statement should not exceed five (5) pages in length. (b) Business Declaration Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. All submittals must be received via email at Karen.Mercer@faa.gov no later than 4 PM (EDST) on January 14, 2014. Vendors must contact the Contracting Officer, Karen Mercer, with any questions regarding this market survey by NLT January 7, 2014 at the email address above; no phone calls please. The FAA expects to issue the final solicitation in 2014. Vendors are cautioned that the FAA may distribute the Request for Proposal (RFP) only to those vendors considered capable based on the results of this market survey announcement.
