Description
The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office Littoral Combat Ships, intends to award a sole-source modification to Northrop Grumman Systems Corporation, 600 Grumman Road West, Bethpage, NY 11714. The contract modification will extend the period of performance and increase the number of man hours in support of LCS Mission Modules Mission Package Integration Services (MPIS). These additional man-hours are needed to aid in the completion of Developmental Testing (DT), Technical Evaluation (TECHEVAL), Initial Operational Test & Evaluation (IOT&E), and to achieve Initial Operational Capability (IOC) for Surface Warfare (SUW) Mission Package (MP) Increments I and II, and Mine Countermeasures (MCM) MP. The period of performance is extended through 30 September 2014. Successful completion of this effort requires intimate knowledge of the LCS Mission Modules Mission Package Integration Services. Northrop Grumman Systems Corporation is the current producer and integrator of mission systems with the mission modules. Northrop Grumman Systems Corporation is the only know source that possesses the knowledge and expertise to meet the Navy's technical and schedule requirements to support PEO LCS and its program offices. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy's operational needs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
