Description
SPTT Pre Solicitation Notice The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit and negotiate, on a sole source basis, an order under the existing N00019-12-G-0006 Basic Ordering Agreement (BOA) Class Justification and Approval (CJ&A) with the Bell Boeing Joint Project Office (BB JPO) located in Amarillo, TX under authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The United States Marine Corps (USMC) has a requirement for the modification of the V-22 Sponson Part Task Trainer (SPTT), Device 11H166, located at the Marine Corps Air Station (MCAS) New River, Jacksonville, North Carolina (NC). This modification incorporates V-22 aircraft platform Technical Directives V-22 AFC 274 and V-22 AFC 275 required for the SPTT to maintain concurrency with production aircraft, and makes required trainer modifications to ensure SPTT functionality meets United States Marine Corps (USMC) training requirements. BB JPO, the Original Equipment Manufacturer (OEM) of the of the V-22 aircraft platform and V-22 aircraft maintenance training devices procured to date, is the only responsible source capable of upgrading the V-22 Sponson Part Task Trainer (SPTT), device. This modification must be performed in parallel with aircraft development using aircraft engineering data, not previously delivered to the Government, in order to be able to provide concurrent training prior to delivery of the new aircraft configurations. Further, concurrent training prior to delivery of the new aircraft configurations is essential for fleet readiness to support operations overseas and reduce aircraft operating costs associated with using the aircraft for training. As such, it is not possible for any other source to upgrade the existing training device to the new configuration. This synopsis is not a request for competitive proposals, but rather a notice pursuant to FAR 5.203(a). Interested sources desiring to contest this synopsis may do so by providing its fully supported rationale via email to Winward Truitt, winward.truitt@navy.mil in an electronic format that is compatible with Word 2003, no later than 9 January 2014 at 1300 EST. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written response to this synopsis is received, the approved BOA CJ&A as mentioned above in accordance with FAR Part 6.303 will be utilized.
