- 1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541611, which has a corresponding Size standard of $14 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. The F-16 program office intends to manage the Navy Falcon Up modification program. The Department of the Navy (DON) is requiring the U.S Air Force (USAF) develop Falcon Up structural modifications to be incorporated into the DON F-16 aircraft. This modification mitigates the inherent risk of wing carry through beam cracking which ensures the F-16A aircraft meets the program objective service life. This effort encompasses the Depot (D) Level aircraft maintenance, management, kit material procurement and kit assembly, scheduling, production and logistics support services required for procurement and installation of Falcon Up structures modifications in ten unique Block F-16A aircraft. Engineering and/or material support agreement(s) with Lockheed Martin may be required to ensure compatibility of existing Falcon Up modifications with Navy F-16As and to provide access to any required proprietary material, structural, fatigue, testing, or other data/sources. This action is being conducted to identify potential sources capable of providing a Falcon Up Assistant Program Manager. All potential sources must describe their approach to the following items in an unclassified response: a. The potential source must have the interface knowledge, expertise, and experience to perform as the Falcon Up Assistant Program Manager. This individual must be capable of assisting in the development of program management plans and monitor modification progress against established baselines. b. The potential source must demonstrate prior experience with leading Depot Working Groups, Program Management Reviews, Integrated Program Management Reviews, Technical Interchange Meetings, and weekly depot planning meetings. c. The potential source must demonstrate the capability to maintain oversight on current and forecast future F-16 Falcon Up kit procurement; provide monthly reports detailing status of ongoing and future kit procurement, and support development of contingency plans in coordination with the Navy and AF Program Manager(s) when required. d. The potential source must provide evidence that it is qualified and has obtained all necessary requirements to access and manage the Falcon Scheduling System. e. The potential source must be provide evidence that it is capable of identifying and developing the core documentation necessary for program management, execution, and oversight. To include but not limited to MIPR related activities, and TCTO sustainment. f. The potential source must provide evidence that it is qualified to provide technical support for Navy Falcon Up proposal/technical data package reviews and LM Aero MKPL tasks. g. The potential source must provide evidence that is capable of providing daily support of OO-ALC depot modification efforts for kit proof of Navy aircraft, to include but is not limited to local manufacture, first article test, and quality verification support. 3.
