Description
Instructions on how to respond to this RFI. Request for Information (RFI) for the Department of Homeland Security (DHS) Transportation Security Administration (TSA) Office of Security Capabilities (OSC) regarding checkpoint technologies or concepts. During the past year, the TSA OSC has proactively engaged with its industry partners on a variety of issues utilizing various forums and working groups to foster and improve the dialog between the various groups. The issues discussed ranged from immediate tactical issues to broader far reaching topics including collaboration and input on the OSC Strategic Plan. This engagement has encouraged innovation as well as improved security effectiveness while gaining efficiencies throughout the organization. TSA OSC also continues to strengthen its partnership with DHS Science and Technology Directorate with regards to its research and development activities designed to identify and incubate the next generation of security technology. Through various acquisition vehicles including Broad Agency Announcements, Requests for Information and Industry Days, TSA OSC is working to become as transparent as possible in its current as well as future needs and its desire to collaborate with industry in reaching its vision of developing and deploying the most effective and efficient transportation security capabilities. Through these forums and industry outreach, TSA OSC has openly discussed its acquisition strategy for various programs and has sought industry input on requirements documentation, acquisition approach and viability of the strategy. TSA OSC continues to challenge industry to submit innovative ideas and solutions for consideration. The Checkpoint Technologies Division (CTD) performs planning and execution of acquisition, procurement, and strategic planning activities for the Passenger Screening Program (PSP). CTD manages and prepares equipment recapitalization plans, ensures compliance with acquisition guidelines and policy, oversees planning and execution of budget activities, and coordinates with DHS S&T on R&D and detection activities. CTD ensures the most technologically efficient and effective capabilities and technology are available for screening passengers and carry-on baggage. The TSA is requesting information on technologies or concepts that improve the operations, effectiveness or efficiency of the airport security checkpoint operations. Potential solutions may consist of equipment/hardware or software that, for example, provides the ability to integrate/improve existing equipment; improve passenger throughput; or provide other new and innovative concepts. TSA is also interested in solutions that may not fit into any of the outlined portfolios but increase the capability to defend against threats entering the sterile areas of the airports and/or increase passenger comfort throughout the screening process. The following categories are of interest to the TSA in evaluating responses to this RFI. •Checkpoint operation efficiency (automation) and efficacy •Innovation/integration •Improved passenger experience •Remote diagnostics and repair •Real Time Threat Assessment related to behavior detection or explosives detection canines Please see Attachment 1 for instructions on how to respond to this RFI. The Government will review vendor responses for market research purposes only. The Government does not intend to provide a response to white papers submitted for this RFI, but based on vendor submissions; the Government may potentially arrange a technical information exchange, demonstration and/or pilot of proposed solutions to potentially include bailment of solutions to further future requirements definition, and/or Industry Day(s).
