Description
Item List Bid Schedule This is a combined synopsis/solicitation for an 502 Contracting Squadron, JBSA-Lackland, Texas, requirement for Hewlett-Packard hardware/software warranty and support services. The successful contractor will ensure that all listed equipment/systems (Attached Item List) are covered directly with an HP warranty from HP. Third party warranties will not be accepted. All items are currently up and running. SAID(s) associated with this requirement are 103611575737 and 103832803970. The previous contract, FA8771-04-D-0004-ZVE5 was awarded to Northrop Grumman for one year in the amount of $52,029.72. Previous HP coverage expired on 01 October 2013, and this equipment is not currently covered. Any required reinstatement fees must be included in the offeror's price on the bid schedule. The attached bid schedule must be filled out clearly and returned to the author of this solicitation. Contractors are encouraged to submit additional breakdowns of their pricing for reference, however it will be the overall pricing listed on the attached bid schedule that will be used for evaluation purposes. Best Value Determination : The technically acceptable, lowest priced quote will be determined to represent the best value. An offer is considered technically acceptable if it includes two items: 1) Pricing is clearly provided as requested on the attached bid schedule, and 2) Verification of an offeror's ability to provide an HP equipment warranty directly from HP, i.e. HP Authorized Reseller License. If the lowest priced submission does not meet this criteria, the Government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the Government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. The anticipated performance period is from the date of award, on or around 06 January 2014, through 30 September 2014. The start date of 06 January 2014 is estimated, and may vary by a week in either direction. This solicitation is a total set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 541511 with an associated small business dollar size standard of $25.5 million. All responsible and potential small business offerors may submit proposals in response to this solicitation, and all submissions will be considered. All offerors must be registered at the Central Contractor Registration (CCR) website at www.sam.gov, the On-Line Representations and Certifications (ORCA) website at www.sam.gov and have a tax identification number and a Data Universal Numbering System (DUNS) number. The following FAR clauses and provisions apply to this solicitation: 52.219-13 Notice of Set-Aside of Orders (NOV 2011), 52.219-6 Notice of Total Small Business Set-Aside (NOV 2011), and 52.219-14 Limitations on Subcontracting (NOV 2011), in addition to many other standard commercial clauses that shall be presented to the apparent successful offeror prior to contract award.
