- GENERAL SERVICES ADMINISTRATION PUBLIC BUILDINGS SERVICE CUSTOMER PROJECTS SERVICE CENTER Social Security Administration Evanston, Illinois Project No. 3IL0405, Lease No. LIL15891 Estimated Contract Value $400,000 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Temporary Lease Extension REQUEST FOR APPROVAL SUBMITTED IN ACCORDANCE WITH FAR 6.302-1 (b)(1), GSAM 570.402-6 1.IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED Approval is requested to negotiate a temporary extension of an existing lease without competition of approximately 6,137 Rentable square feet of office space at 2116 Greenbay Road, Evanston, Illinois for a term of two years (24 months), two years firm, effective January 15, 2014. 2. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED The Social Security Administration has leased 2116 Greenbay Road, Evanston, Illinois since 1994 and has a continuing need for this space. This property is used for office space. The Social Security Administration has attempted to relocate from this location but was not able to complete a relocation transaction awarded in 2010. This prior transaction was not completed and the awarded lease was terminated. Since the lease termination in 2012, the agency has not identified its long term plans for this consolidation to the Contracting Officer. The GSA Customer Delivery Team Manager and the Regional Account Manager are working closely with the facilities staff of the Social Security Administration to determine the long term requirements for this area. 3. IDENTIFICATION OF STATUTORY AUTHORITY FAR 6.302-1 (b) (1) Only one responsible source and no other suppliers or services will satisfy the agency requirements. 4.DEMONSTRATION THAT THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED The functions to be housed in the space are integral to the agency's mission and cannot be housed in a timely fashion without a full set of requirements for a new procurement that will determine the long term requirement for the subject leased premises. (FAR 6.302-1). Continued temporary operation in this location make the award of the extension the most practical and advantageous, and lowest cost solution to the agency's space needs. (GSAM 570.402-6) Contracting Officer Certification I, the Lease Contracting Officer, hereby state that the above information is accurate and complete to the best of my knowledge. The aggregate value of the lease extension is approximately $400,000. The aggregate value of the term of the lease, if not cancelled prior to the end of the term, is approximately $3,500,000.00. Approval of this justification on the basis of the aggregate value of the extended lease is requested. Routing and Approval Process Thresholds per Region 5 Regional Policy Letter Dated February 3, 2011: a.For procurements where the proposed value of the lease is less than $650,000, the OFOC must be submitted and certified by the LCO.
