- In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.3.1.2.1 “ the purpose of this SIR is to obtain information, which will ultimately allow the FAA to identify an Offeror that provides the best value, make a selection decision and award a contract. The FAA Eastern Service Area, Georgia Acquisition Office, has a new effort to provide plumbing rehabilitation at the Tampa ATCT. This is a firm, fixed price (FFP) set-aside competitive procurement for small business concern. The North American Industry Classification System (NAICS) size standard code for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $14M. The period of performance is 180 days after the issuing of a Notice to Proceed (NTP). The total estimated contract value is between $275,000 to $375,000. The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on January 13, 2014 at 10:00 AM EST at the Tampa ATCT. All attendees must contact Nadia Shash (Nadia.shash@FAA.gov) no later than January 10, 2014 at 4:30 PM EST to participate in the site visit. Attendees must have a Government issued ID. Information provided at this site visit as well as answers to questions must not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. Offerors MUST carefully study and compare the existing site with all drawings, specifications and applicable industry standards. Offerors MUST report to FAA any errors, inconsistences or omissions which maybe discoverable by a reasonable industry expert at the site before placing a bid. If bids are placed with noticeable error, inconsistency or omission, the FAA will not be responsible for additional costs to meet FAA requirements at the time of performance. THEREFORE, ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED SINCE ALL OFFERORS/CONTRACTORS WILL BE HELD TO THE SAME STANDARD. FAA reserves the right to communicate with one or more Offerors at any time during the procurement process. The Offeror may begin submitting questions and comments immediately after release of the RFO/SIR and up to January 20, 2014 2:00 PM EST. Responses to questions will not necessarily change the date proposals are to be received. Offerors must submit all questions and comments via e-mail (nadia.shash@faa.gov); however, they must not be submitted via phone call. The FAA will respond in writing within seven (7) working days to all potential Offerors after January 20, 2014. Questions and Answers that clarify SIR details may be provided to all Offerors; however, the source of the questions will not be identified. Questions received after the time and date stated above may not be answered. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the offeror does not acknowledge it, the offeror may be considered non-responsive to the solicitation. All amendments must be acknowledged. The FAA will not be liable for any costs associated with the preparation of responses to the SIR, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
