- The proposed procurement is for an item within the Federal Supply Class of 6650. The subject requirement is for the acquisition of NSN 6650-01-412-9541. The solicitation will be issued as a partial small business set-aside. A quantity of 10 EA will be solicited unrestricted using Full and Open Competition. Specifications, plans, and drawings are I/A/W NSN 6650-01-412-9541; the bidset is full and open. An additional quantity of 10 EA will be set aside exclusively for small business concerns. To be considered for award on the set-aside portion, a contractor must submit its offer on the unrestricted portion of the RFP. The duration of the contract shall not exceed this one-time buy. CLIN 0001 is for 10 Each with delivery to Robins AFB, GA (SW3119). The Government's required delivery is 645 days, which includes a Government First Article Test consisting of two units in 180 days and the Government evaluation of 105 days. The requirement may result in up to two awards and the procurement will be in accordance with FAR Part 15. The solicitation will be available on DIBBS on or about 11 December 2013 at https://www.dibbs.bsm.dla.mil/rfp. The anticipated award date is 10 April 2014. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, past performance, proposed delivery, AbilityOne, and socioeconomic considerations as described in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
