- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to University of Maryland, 220 Arch Street, Office Level 2, Baltimore, Maryland 21201-1531 for a follow-on training on Clinical Biochemical Genetics with Fellows for NHGRI. Procurement: This is a Follow-On Requirement. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. Division of Intramural Research (DIR) was established to serve as a hub where development of technology for the rapid isolation and analysis of disease genes will be carried out. The DIR's basic research laboratories and clinical branches develop and use the most advanced techniques to conduct research in medical genetics. Research includes identifying and understanding the molecular basis of human genetic disease and planning and carrying out clinical trials to test methods for the treatment. The mission of the DIR includes the training of physicians and doctoral degree fellows in genetics and genomics through the Medical Genetics and Genomic Medicine Residency and Fellowship Training Programs. Requirements for board certification of competency of our trainees include laboratory experiences in cytogenetics, biochemical genetics and molecular genetics. To meet these requirements the Medical Genetics Branch and OCD seek nearby institutions to provide these components of training for board certification in Clinical Genetics, Clinical Biochemical Genetics, Medical Biochemical Genetics, Clinical Molecular Genetics and Cytogenetics. This institution or group of institutions must also provide the opportunity for trainees to see patients with genetic disorders under the direction of an ABMG board certified geneticist. The biochemical genetic laboratory experience of the trainees must include amino acid analysis, organic acid analysis, lysosomal enzyme analysis, and maternal serum screening. The laboratory aspect of the training program will need to be conducted in diagnostic laboratories with equipment and personnel to provide the hands-on experience required for board certification by ABMG. The staff, which must include ABMG board certified laboratory directors, will be required to train fellows in applicable laboratory techniques and the clinical interpretation and implications of the test results. The staff must also participate in the comprehensive teaching of fellows; including participation in lecture series, journal clubs, and case conferences. The cost of disposable supplies used by trainees will be included in the contract. Period of Performance: (Base with two Option year periods) Base: January 1, 2014 through December 31, 2014 Option 1: January 1, 2015 through December 31, 2015 Option 2: January 1, 2016 through December 31, 2016 Justification : This project is necessary for NHGRI/DIR because it will help provide the DIR with access to CLIA/CAO and American Board of Medical Genetics approved settings to train fellows in the laboratory techniques of biochemical genetics and the genetic implications of test results from these diagnostic laboratories. The purpose of this continued contract is to maintain formal training program sites for the instruction of medical and doctoral fellows as part of the requirements for board certification in Clinical Biochemical Genetics and Clinical Genetics. The goals of the program are to: 1. Provide a training facility that will conduct one-month training experiences in biochemical genetics for each of our M.D. trainees seeking certification in Clinical Genetics and/or Medical Biochemical Genetics and our Ph.D. Medical Genetics trainees seeking certification in Clinical Biochemical Genetics,. 2. To provide a genetic counselor to assist in the training of the fellows in the genetic counseling implications of the diagnoses that have been made. 3. To participate in the comprehensive training of all trainees in genetics as part of the Medical Genetics and Genomic Medicine Residency and Fellowship Training Programs. Contractor Requirements: Specific tasks to be performed are: 1. Each year the training program will enroll up to four (4) medical genetics fellow, (2) clinical biochemical genetics fellow, and (4) medical biochemical fellows. Each of the fellows will spend one (1) month in the biochemical genetics laboratory. 2. Track the progress of each fellow to insure that they will have had necessary experiences for AMGB certification. The Contractor shall establish and adhere to time lines for: • Providing all the required experiences for board certification with each month period. • Evaluating each fellow to insure they have a full understanding of all the techniques taught during training experiences. • Having sufficient samples submitted to the laboratory so that the Biochemical Genetic fellows can have first-hand involvement in 150 cases of sufficient variety to qualify for ABMG Board eligibility. • Personnel qualifications are to be provided by the Contractor to the Project Officer for review and approval prior to the award of the contract. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 611699, All Other Miscellaneous Schools and Institutions, small business size standard in millions: $10.0M.The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-71, November 25, 2013. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
