Description
PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy for software license renewal and support services to the Class I Automated Food Management System for the Marine Corps (Marine Corps Food Management System (MCFMIS)). This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The current software program is tailored from a commmercial-off-the-shelf (COTS) food management software known as Computrition. This requirement is for software license renewal, software development, helpdesk and training of new software developments, and integration services. Integration services include Point of Service (POS), software extensions; interfaces to external systems; and Marine Corps Food Management System (MCFMIS) sustaiment, deployment, installation, training, help desk, and maintenance support. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from qualified concerns. The qualifying code for this effort is NAICS 511210, with a size standard of $35.5 Mil. BACKGROUND: Marine Corps Installations Command (MCICOM, Food Service and Subsistence Section (G-4), Services Branch(LFS) Facilities and Services Division(LF) Installations and Logistics Department(L), Arlington VA, 22204-2469 has a requirement for contracted commercial supplies and services to provide the computrition software license and maintenance support to existing military systems, such as Subsistence Total Order Receipt Electronic System (STORES Web), Standard Accounting, Budget and Reporting System (SABRS) financial accounting system and any Point-Of-Sale systems (POS) already in use. The POS system is used by Marine Corps locations to capture customer information from the Common Access Card (CAC) as well as support nutrition education and post meal consumption. These locations include garrison mess halls at various locations around the world. The POS uses a card reader or scanning device to capture and store meal information of the customers' status, customer category and payment method and required data from military service members' identification cards. The Automated Food Management System capabilities include: (1) Plan Menus-Planning menus involving synthesizing Recipes, Nutrition, and Budget information to plan meals for a specific time period; (2) Maintains Recipes-Recipe Maintenance manages a list of ingredients, including the measurements for each ingredient and a set of instructions for making specific dishes for a meal; (3) Analyzes Nutrition-Nutritional information based on ingredients is available from a recognized source; (4) Performs Product Replenishment-Product replenishment is the process of purchasing items from Software providers to prepare meals for the menu cycle, when those items are not in inventory; (5) Receives Product-Product receiving entails accounting for items received and sending receipts and invoices to the DoD financial system for payment and to DoD management organization for reporting purpose; (6) Manages Inventory- Inventory management is the tracking of ingredients in both garrison and field in-house inventory; (7) Performs Meal Production- Meal production comprises the task necessary to prepare and serve food; (8) Sell Meals (Point of Sale)- Point of Sale (POS) is the processe of conducting headcounts, recording branch of service and rations entitlement of mess hall customers, accounting for the cost of food eaten, and providing this to appropriate accounting systems and levels of command; (9) Central Production/Cook Chill/ Warehousing-Central Production/Cook Chill/Warehouse supports Order/Receive between Sites and Cook Chill/Centralized Production/Warehouse Facilities Cook chill/central production and warehouse items; (10) Reviews Budget Information-Reviewing budget information incorporates the Marine Corps' subsistence budget, allocated by Congress, and is premised on projected force strength (headcount) and Menu Plan Allowance (MPA) calculation; (11) Local and Enterprise Management- Involves collecting and distributing operational data to support operations both at an individual mess hall and at a given installation and providing management reporting for local, installation, and headquarters use. (12) Software Accessibility- The Food Management system must be able to function consistently in peacetime, contingency, and war. MCFMIS shall be accessible from authorized computers that have access to the worldwide web. The Food Management system must allow for operations even when the web is not accessible at a site. Data and transactions should be capable of being submitted in real time via the Internet and also be capable of being "batched" at such times when the web is not accessible and transmitted when web access is again available. The Food Management system must also be able to automatically re-synchronize data and operations when connection to the web is re-established. Marine Corps must feed its personnel in various environments and under diverse conditions during peacetime and war. These different scenarios represent the basis upon which requirements must be developed for a food management system. a. Garrison feeding is characterized by the requirement to feed personnel either temporarily or permanently attached to a garrison mess hall. Garrison feeding must support cafeteria-style and, "meals to go." This scenario assumes that an established communications infrastructure is available to support system connectivity. b. Field feeding is characterized by the requirement to perform food management functions for a unit that is away from its home base. Inventory management must include the ability to assign a Date of Pack, Lot Number and Date Product Expires to an operational ration inventory item upon receipt, issue, adjustment, transfer, or sale. A core assumption for this type of feeding is that connectivity is not available or not reliable, so feeding must be supported by a system that can operate locally. Examples of field feeding are deployments and mobilizations. CORE OBJECTIVES TO BE ACCOMPLISHED 1) Provide the Computrition perpetual corporate license (source code access) with unlimited users for use of the software. The perpetual license will cover all enhancements/modifications to the Commercial off the Shelf (COTS) resulting from engineering changes and required interfaces. 2) Develop and integrate software extensions to the COTS software in order to provide required functionality not available "out of the box." 3) Establish, maintain and verify interfaces among all systems; 4) Provide a standard communication interface that satisfies the requirements of garrison and deployed sites, and can be used in conflict as well as peace. 5) Support any tool or software integrated with the COTS including maintaining current browser software, operating system software, and technology. INSTRUCTIONS: Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the 10 page limit); (3) Citation of any current or past customers (i.e., within the past three (3) years) to include contract number, point of contact telephone number or e-mail address; (4) Link to respondent's General Services Administration (GSA) contract or attached file of same, if applicable (product and service must be 100% available from the offered schedule), and (5) other material relevant to establishing core competencies of the firm.
