Description
Statement of Work for AFRICAP IDIQs SOURCES SOUGHT - AFRICAP RE-COMPETE The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Synopsis, as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Africa's Multifunctional Peacekeeping Support Program, AFRICAP. This includes providing training and advisory services, equipment procurement, logistical support, maritime security, capacity building, operational deployment for peacekeeping troops, aerial surveillance, conference facilitation, and construction services to African countries (AFRICAP). The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement, acquisition, and development strategies. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 561210 (Facilities Support Services). Interested firms must demonstrate in their qualifications statement that they are qualified to perform the work outlined in the Statement of Work (SOW) under this NAICS code. The final option year of the current AFRICAP ID/IQ contracts expires in September 2014. The current IDIQ vehicle was awarded to three large companies and one small SDVOSB company in September of 2009 with a maximum IDIQ amount (i.e., the maximum ceiling across all IDIQ holders) not exceeding $1 billion (inclusive of all costs and fee) over the life of the contract. The anticipated acquisition strategy includes making multiple IDIQ awards to large and/or small businesses. It will be a mandatory requirement that all firms be capable of performing all potential tasks under the contract, however, partnering will be acceptable. The task orders will be a variety of contract types (Fixed-Price, Cost-Reimbursement, Time-and-Materials (T&M), and Labor-Hour (LH), or a combination) which may be performance based, where possible. This is not a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Sources Sought Notice. The DRAFT Statement of Work (SOW) attached to this Sources Sought Notice outlines the specific level of support required. Contractors should review the attached draft and submit capability statements reflecting their companies' capabilities to provide the effort described. Note that the SOW is a draft and may change when the solicitation is issued; however, the core requirements will not change. Potential contractors must possess a broad range of functional regional expertise and logistics support capabilities. The intent is to have contractors on call to undertake a wide range of diverse projects, including setting up operational bases to support peacekeeping operations in hostile environments, military training, and to provide a range of technical assistance and equipment for African militaries and peace support operations. These tasks will be implemented in countries throughout the African continent, as designated by the DOS, and in conjunction with specific DOS programs and policies. Potential contractors must possess the following capabilities: demonstrated capability for in- house construction work, experience working in a third world environment, stability operations support experience, military training, logistics support, equipment procurement institution building, strong financial management processes, proven adherence to timeliness, strong HQ support for field, thorough vetting of employees in the field, solid program management, and medical support. If your company has the capacity to perform the services outlined in the SOW, please provide the following information: ( 1) Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. (2) A detailed capability statement and relevant past performance history documenting ability to perform similar requirements of the SOW. In addition, your capability statement and relevant past performance history should identify appropriate levels and types of expertise in a manner that demonstrates understanding of the requirements of the SOW. The deadline for submitting questions directly related to this announcement is 2PM(EST) January 21, 2014. The deadline for submitting capability statements in response to the Sources Sought Notice is 2PM(EST) February 3, 2014. Responses are limited to 25 pages, font size 11, and shall be emailed to Maureen Borek, Contract Specialist, via email at borekMP@state.gov and shall have the words "AFRICAP RE-COMPETE SSN Response" in the subject line. Sales brochures, videos and other marketing information materials shall not be accepted. Telephone inquiries will not be accepted or acknowledged. When the solicitation is released, it will be via FedBizOpps (http://www.fbo.gov ).
