Description
Sole Source Notice for LRASM Follow-on Development Program The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), intends to award a sole source contract to Lockheed Martin Corporation, 5600 W. Sand Lake Road, Orlando, FL, under the authority of 10 U.S.C. § 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The proposed procurement is for a LRASM follow-on development effort that will continue maturation of the LRASM subsystems and system design that Lockheed Martin has developed under the current contract awarded in 2009 after full and open competition. The follow-on effort will conduct further sensor and avionics hardware development based on previous results achieved under the current contract. It will also provide for fabrication of missile hardware to enable additional missile flight tests. The follow-on effort will be completed within twenty-four (24) months after contract award. This effort will leverage substantial Government investments in development of the LRASM System. Award to a source other than Lockheed Martin would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency's requirements. This follow-on effort requires the ability to receive, store, and process classified secret material via a DoD-accredited security facility clearance. The prime contractor's facility, and any subcontractor's facility that will be receiving, storing, and processing classified material, shall have secret facility clearance validated by active Commercial or Government Entity (CAGE) Code to store and processes secret material. It is anticipated that the hardware and software developed under this follow-on effort will be classified at the collateral SECRET level. Project managers and engineering personnel shall have, at a minimum, a SECRET clearance. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this follow-on effort by submitting a white paper and past performance data no later than 4:00PM EST, February 5, 2014 to the Defense Advanced Research Projects Agency, Attn: Mr. Christopher Glista, Contracts Management Office (CMO), 675 N. Randolph Street, Arlington, VA 22203 or via email to DARPA-SN-14-14@darpa.mil. Questions shall be submitted to the above email address. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. The Government will consider all information received before 4:00PM EST, February 5, 2014. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. It is also noted that DARPA maintains a Broad Agency Announcement seeking subsystem level technologies that enable revolutionary improvements to the efficiency and effectiveness of the military in four (4) general mission thrust areas: Ground Systems, Maritime Systems, Air Systems, and Space Systems.
