- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E154, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer (CCR), Laboratory of Cell Biology (LCB) Biophysics section plans to procure on a sole source basis a service contract with FEI Company, 5350 N.E. Dawson Creek Dr., Hillsboro, Oregon 97124-5793. The purpose of this acquisition is to fund a service contract to provide preventive maintenance for government-owned FEI Electron Microscope F300HE, Serial number: D272. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. ). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance: Performance shall be for twelve (12) months from date of award. The Laboratory of Cell Biology (LCB) studies the processing, transport, and metabolism of proteins and small molecules related to malignant transformation and multidrug resistance in cancer. The Biophysics Section develops novel EM-based approaches to determine single molecule and multisubunit structures. Specifically, the LCB performs research using high resolution, electron microscopy on vitreously-frozen, protein complexes. The level of research requires 24/7 data collection procedures and the microscope run during collection time. In order to meet NCI's research goals, The LCB requires three important features for a service contract 1) 24 Hour response time to equipment service 2) FEI factory Trained Engineers as this is needed to keep the warranty of the equipment and 3) All available software upgrade and patches. Contractor shall perform not less than one (1) preventative maintenance inspection(s) during the contract period of five months. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. All software updates shall be performed during this check. Emergency repair services shall be provided on an unlimited basis during the term of this contract at no additional cost to the government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a qualified factory-trained service representative within 24 hours to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for PMI. FEI is the original manufacturer of the Electron Microscope. Due to the nature and complexity of this instrument, as well as the proprietary nature of the software, FEI is the only known contractor that can perform this service to provide original parts and updated software that are essential for the operation of this instrument. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, December 30, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
