- MAFR Services Support RFP Past Performance Questionnaire MAFR Services Support RFP Performance Reference Form MAFR Services Support RFP Collective Bargaining Agreement (CBA) Wage Determination (WD) MAFR Services Support RFP Wage Determination (WD) MAFR Services Support Performance Work Statement (PWS) Melrose Air Force Range (MAFR) Services Support Request for Proposal (RFP) Solicitation Synopsis FA4855-14-R-0002, Melrose Air Force Range (MAFR) Support Services, Melrose, New Mexico This is a solicitation notice with the intent to advertise and solicit for Support Services at Melrose Air Force Range (MAFR) in Melrose, New Mexico. The work requires the contractor to provide operations and maintenance to support operations on a fully functional Primary Training Range to meet war-fighter training and readiness requirements. The contractor shall provide personnel, training, and supervision to perform operations, maintenance, support (OM&S) to include wildland fire management and paramedic support for MAFR. MAFR consists of Electronic Combat Range (EC) and the Bombing and Gunnery Range (B&G). In addition, the contractor is responsible for supporting operation and maintenance of all equipment including vehicles and heavy equipment used to support the operations of MAFR. The resulting contract will be a firm-fixed price contract with time and material and labor hour line items. The NAICS code for this acquisition is 561210 Operation of Government-Owned Facilities with a size standard of $35.5 million. The anticipated period of performance is one six-month base period and three (3) twelve-month option periods. This acquisition will be solicited as a 100% competitive 8(a) small business set-aside in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation, as supplemented. The basis for award will be a past performance and price tradeoff with technical evaluation factors IAW FAR 15.101-1. This solicitation and any amendments are paperless and will be available on the internet only at the Federal Business Opportunity (FBO) website accessible at www.fbo.gov. The solicitation is available as of 20 Dec 13. There is a site visit currently scheduled for 07 Jan 14. A solicitation mailing list will not be maintained for this procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via the FBO website at www.fbo.gov.
