- Draft SOW THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD) in Boulder, CO is conducting market research to develop an acquisition strategy for the procurement of Architect-Engineer (A-E) Services consisting of Post Construction Award Services (PCAS) in accordance with the attached draft Statement of Work. The applicable NAICS code for this requirement is 541310. The associated small business standard is $7.0 million. AMD Boulder is seeking information on the following: 1. Interest and capability to perform the required services. Demonstration of capability should include a brief synopsis of the responders experience in providing PCAS services for projects similar in size and scope, including experience in providing PCAS services in which the designer of record was someone other than the responder. Please also provide past performance POCs for reference on the synopsized project(s). 2. Large Business responders to this RFI should include details on subcontracting possibilities for small business subcontractors including type of work and percentages of work that would be available and/or suitable for small business subcontracting opportunities. Please also provide socio-economic status (e.g., small business, veteran-owned small business, woman-owned, HUBZone, etc.,) of the proposed subcontractors if known. 3. Small Business responders to this RFI should specify approximate percentages of work capable of being performed in house by the responder versus work anticipated to be sub-contracted to other firms. Please also provide socio-economic status (e.g., small business, veteran-owned small business, woman-owned, HUBZone, etc.,) of the proposed subcontractors if known. 4. All responders to this RFI should specify the approximate number of weeks and any major activities (e.g., site visits) that would be required after award to become familiar with the history and design documents for a construction project similar in size and scope where the responder is not the designer of record. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.
