- Broad Agency Announcement (BAA) Number E14PS00016 for Proposed Research on Safety and Technology Verification of Oil and Gas Operations in the U.S. Outer Continental Shelf DESCRIPTION: The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) solicits White Papers of not more than five (5) pages in length, for specific areas of interest to BSEE, Technology Assessment Program (TAP) on Safety and Technology Verification of Oil and Gas Operations in the U.S. Outer Continental Shelf. When appropriate, the research shall be conducted consistently with prior research. Interested parties are encouraged to view the information presented on the site when considering submitting white papers. BACKGROUND: The BSEE TAP Program is requesting white papers to be submitted in accordance with the terms of this announcement. Selected white papers will be requested to submit proposals. Proposals selected for funding by BSEE shall receive funding from FY 2014. NOTICE: The BSEE may share the White Papers with other organizations for review. Potential contractors shall notify the BSEE if they do not want their White Papers/proposals shared outside of BSEE. BSEE anticipates awards resultant to this announcement will be made on a Firm Fixed-Price (FFP) basis. OBJECTIVES: The topics for the FY 2014 Safety and Technology Verification of Oil and Gas Operations are limited to the following topics: 1. Evaluation of Automated Well Safety Technologies: Evaluate and identify automated well safety technologies with the potential to increase safety during OCS drilling, well completion, well work over and production operations. The pros and cons of each identified technology shall be determined. Each systems applicability to OCS operations shall be identified, and recommended to the BSEE on how these systems can be included in BSEEs regulatory program. Analysis shall be conducted on identifying a system that can be used to override human behavior and take control of drilling operations when personnel have been put into a risky situation; (i.e., a kick has been detected down hole). Such a system would need to automatically curtail drilling operations, pick the drill string off bottom, and stop the mud pumps so personnel can conduct a flow check and decide how to proceed. 2. Early Kick Technology Evaluation: Assess early well kick detection approaches, equipment, techniques, and systems associated with drilling operations in the OCS. Technologies to address shall include but not be limited to behind the bit tools such as Measuring While Drilling (MWD), Logging While Drilling (LWD), Pressure While Drilling (PWD), and other equipment. The assessment will not only address what is currently being used by industry in the OCS, but will also include an assessment of how early kick detection technologies; systems or equipment are implemented globally under other regulatory jurisdictions (both onshore and offshore). Recommendation must be provided to the BSEE concerning if such technology should be included in the regulations and under what conditions. 3. Evaluate Oil and Gas Industries Ability to Perform Blow-out Preventer (BOP) Shearing Tests Under Simulated Blowout Flow Condition: Identify available facilities in the continental USA with the capability to provide BOP shear testing under fluid flow conditions through both a surface and subsea BOP stack (including a blind-shear ram) to simulate a loss of well control event. Categorize the performance capabilities of identified facilities for possible use by the BSEE in a future series of tests. Determine cost information for a series of BSEE specified shear tests for each identified facility and provide BSEE a catalogue of all facilities including their capabilities, location and costs for BSEE identified tests. 4. Capping Stack Technology Requirements: Assess currently available offshore capping stack technology and develop recommended design, manufacture, maintenance, and inspection criteria for use by BSEE engineering and inspection personnel. Capping stack technology to be evaluated should include Gulf of Mexico, Alaska and any capping stack technology in use overseas. Evaluation should include both cap and cap and flow type systems. Furnish set of usable BSEE Potential Incidents of Non Compliance (PINC) prepared in accordance with the format included in the National PINC Guideline list which can be used by BSEE inspectors both in the field and at onshore support bases and manufacturing establishments. HOW TO RESPOND: White Papers of not more than five (5) pages in length, an ORIGINAL PLUS three (3) copies and one (1) electronic copy in PDF format, on a CD, shall be submitted to the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Acquisition Operations Branch, 381 Elden St., Herndon, VA 20170-4817, ATTN: Mr. Sagar S. Damania, not later than 2:00 PM, Eastern Time on January 28, 2014. WHITE PAPERS SENT THROUGH EMAIL AND FAXES WILL NOT BE ACCEPTED. White Papers shall define the proposed research scope and include the level of effort. NOTE THAT COST ESTIMATES ARE NOT TO BE INCLUDED IN THE WHITE PAPER. The White Papers shall be evaluated only on technical merits. IF YOUR WHITE PAPER IS SELECTED FOR FURTHER EVALUATION, A TECHNICAL AND COST/BUSINESS PROPOSAL WILL BE REQUESTED FROM YOUR COMPANY BY THE CONTRACTING OFFICER. Projects shall be selected from all or part of the technical issues listed depending on the interest and scope of White Papers received. BSEE shall evaluate the responses, and those deemed to have merit shall be furnished information to assist in the preparation of the complete proposal. This announcement constitutes a Request for White Papers, but does not obligate the Government to consummate award. Respondents WILL NOT be notified of the results of the evaluation on the information submitted. WHITE PAPERS SHALL BE EVALUATED USING THE FOLLOWING CRITERIA: (1) feasibility of the approach or solution; (2) the Offerors understanding of the technical issues; (3) the Offerors ability to implement the proposed approach; (4) innovative or creative approaches or solutions including the participation and/or funding by the oil and gas industry or other groups in the research industry, where appropriate; and (5) past performance. IF ANY OF THE REQUIREMENTS OF THIS ANNOUNCEMENT ARE NOT MET, THE WHITE PAPER WILL NOT BE EVALUATED. A separate White Paper shall be submitted for each study on which the offeror wishes to propose. The White Paper shall identify clearly the Offerors company/organization, point of contact, address, telephone and facsimile numbers. If Offerors desire to hand deliver their White Papers, they are advised that the BSEE facility is a secure office complex and Offerors MUST NOT enter the building beyond the lobby.
