- This is Sources Sought Notice issued in accordance with FAR Part 5 and FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing. The U.S. Coast Guard Surface Forces Logistics Center (SFLC), Medium Endurance Cutter Product Line (MECPL) has a requirement to purchase certified Fairbanks Morse Engine, Original Equipment Manufacturer (OEM) ALCO 251 engine parts and parts kits to be used for planned maintenance overhaul and emergent casualty repairs for the main diesel engines aboard U.S. Coast Guard 210 & 270 Medium Endurance fleet. This acquisition will be under NAICS 333618 with a size standard of 1000 employees. This requirement must be completed utilizing only certified genuine Coltec Industries Inc., DBA: Fairbanks Morse Engine from the Original Equipment Manufacturer (OEM). Remanufactured or Aftermarket parts are not acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts. Period of Performance: It is anticipated that a commercial firm, fixed priced requirements contract will be awarded. Place of Performance: At the prospective contractor's facility. Concerns having the expertise and required capabilities to provide the supplies and services described in the attached Specification/Statement of Work are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. The information submitted must include a guarantee that the offeror can obtain certified genuine OEM parts that can be used on the 210 & 270 Medium Endurance Cutters ALCO 251 engines. If you intend to submit an offer on this acquisition, email your response along with any contracting related questions to Tara.m.holloway@uscg.mil. Send technical related questions to Phillip.w.norris@uscg.mil. In your response you must include: (a) a positive statement of your intention to submit a proposal for this solicitation as a prime contractor, and (b) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. Provide certification that parts supplied are OEM parts. At least two references are requested, but more are desirable. Your response is required by December 26, 2013 by 2:00 pm (EST). Inquiries/information received after the established deadline shall NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government does NOT intend to pay for information solicited.
