- The is a DRAFT Performance Statement of Work. This DRAFT will be changing but can be used to provide a general idea of the tasks involved. This Sources Sought Notice is for Market Research and thus is for information and planning purposes only, and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. This synopsis does not constitute a Request for Proposal (RFP). Description: The Office of Innovation and Improvement (OII) is a nimble, entrepreneurial arm of the U.S. Department of Education (the Department). It makes strategic investments in innovative educational practices through more than 30 discretionary grant programs and coordinates the public school choice and supplemental educational services provisions of the Elementary and Secondary Education Act (ESEA). OII leads the Department's efforts to accelerate the development and broad adoption of new programs, processes, and strategies that will lead to significantly improved educational achievement for all American children. OII works to encourage innovation both externally and internally, through direct investment in high-need areas and by building the Department's internal capacity to support innovative solutions. The purpose of the Magnet School Assistance Program (MSAP) is to assist in the desegregation of public schools by supporting the elimination, reduction, and prevention of racial group isolation. In order to meet the statutory purposes of the program, MSAP grantees support the development and implementation of magnet schools that assist in the achievement of systemic reforms and provide all students with the opportunity to meet challenging academic content and student academic achievement standards. Projects support the development and design of innovative education methods and practices that promote diversity and increase choices in public education programs. The MSAP also supports capacity development-the ability of a school to help all its students meet more challenging standards-through professional development and other activities that will enable the continued operation of the magnet schools at a high performance level after funding ends. Finally, the program supports the implementation of courses of instruction in magnet schools that strengthen students' knowledge of academic subjects and their grasp of tangible and marketable vocational skills. Under the Magnet Schools Assistance Program (MSAP), the Secretary may reserve not more than 2 percent of the funds appropriated for any fiscal year to carry out evaluations, provide technical assistance, and carry out dissemination projects with respect to magnet school programs assisted under the program. Grant funds made available under this part may be used by an eligible local educational agency, or consortium of such agencies - (1) for planning and promotional activities directly related to the development, expansion, continuation, or enhancement of academic programs and services offered at magnet schools; (2) for the acquisition of books, materials, and equipment, including computers and the maintenance and operation of materials, equipment, and computers, necessary to conduct programs in magnet schools; (3) for the compensation, or subsidization of the compensation, of elementary school and secondary school teachers who are highly qualified, and instructional staff where applicable, who are necessary to conduct programs in magnet schools; (4) with respect to a magnet school program offered to less than the entire student population of a school, for instructional activities that - (A) are designed to make available the special curriculum that is offered by the magnet school program to students who are enrolled in the school but who are not enrolled in the magnet school program; and (B) further the purpose of this part; (5) for activities, which may include professional development, that will build the recipient's capacity to operate magnet school programs once the grant period has ended; (6) to enable the local educational agency, or consortium of such agencies, to have more flexibility in the administration of a magnet school program in order to serve students attending a school who are not enrolled in a magnet school program; and (7) to enable the local educational agency, or consortium of such agencies, to have flexibility in designing magnet schools for students in all grades. Services provided by the contractor under this new contract shall include: •Meet and communicate with ED representatives and technical assistance provider •Develop and/or refine monitoring indicators and framework •Prepare a monitoring schedule •Identify and train monitoring consultants •Conduct meetings and/ or webinars prior to site visits •Collect and analyze information and data collected during the site visit •Coordinate performance data with other data collections •Establish and maintain a close working relationship with existing MSAP grantees •Establish a web based system with the capacity to: allow MSAP school districts (i.e., grantees) to upload and submit monitoring evidence and documentation against the established indicators; and, to allow for communication exchanges between the contractor and the grantees in finalizing the monitoring reports. •Prepare comprehensive and synthesized reports •Develop recommendations for program policy and grant administration •Develop recommendations for monitoring-related technical assistance •Demonstrate significant understanding of the MSAP monitoring process and grantee progress •Submit expenditure/progress reports; In addition to ED staff's role in providing performance management and monitoring to ensure proper stewardship of taxpayer resources, ED provides grantees project management tools that support individual grantees' work and collaboration amongst grantees. This Contract is part of an integrated system of supports that ED will offer to MSAP grantees to aid in effective implementation of magnet schools. Objective: This Request for Information (RFI) is to assist in a small business determination and to seek capability statements from potential small business offerors. If a potential offeror has an applicable Federal Supply Schedule, specific mention including the GSA contract number should be included with the capability statement. ED anticipates a Fixed Price Performance-Based Acquisition (PBA) with mission-oriented objectives. All interested small businesses are welcome to submit capabilities to include: Small Businesses, Women Owned Small Businesses, Small Disadvantaged Businesses, Service Disabled Veteran Owned Small Businesses, Historically Under Utilized Business Zones, and 8(a)s. Structure of Responses: Offerors should submit capability statements in response to this RFI by e-mail (only) to the Contract Specialist, Endrias Leuleseged, copying the Contracting Officer, Pamela Bone, by January 15, 2014, 1:00 p.m., EST. Responses should be limited to a maximum of 10 pages, using 12 point font, and include Company Name, DUNS Number, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization as validated via System for Award Management (SAM). Interested parties should include resumes of key personnel who will work on the project in the appendix; these resumes will not be counted as one of the 10 pages of the capability statement. If any of the qualifications or experience described in the contractor's capability statement is met through consultants or subcontractors, the contractor shall provide evidence of the commitment of these consultants or subcontractors to work on this project. The contractor also shall describe its experience in identifying and managing multiple consultants and subcontractors for different tasks. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry by industry basis. The suggested NAICS code for this acquisition is 611710, Educational Support Services. The size standard for this code is based on average annual receipts of $14,000,000 for three most recent completed fiscal years. Based on the size standard established, please provide whether or not your company is classified as a small business.
