- NASA/GSFC has a requirement for support to the Global Precipitation Measurement (GPM) Ground System Manager (GSM) to complete all required activities associated with the GPM Ground System implementation and pre-launch Mission Operations preparation effort, including maintenance of the current ground systems, participation in test and rehearsal activities, launch and early orbit support, and Information Technology (IT) security planning. GPM requires the services of a system administrator to provide technical support and advice that is unique to the GPM Project mission operations center and integration and test configuration. The system administrator will provide direct support in the following areas: Ground system and operations activities, planning and testing, MOC, Emergency MOC and Launch Support Room(LSR) systems administration, Launch and Early Orbit support through commissioning, Transition to normal operations The system administrators expertise in the above areas must be recognized as accurate and reliable that is based on actual experience from working with the GPM team. The consultant performing these functions should be a senior engineer with a minimum of 10 years experience, with at least 5 of those years on GPM. NASA/GSFC intends to purchase the items from Harris Corporation. The present unique challenges to the GPM program can be overcome by having a system administrator who has intimate experience with the GPM ground system architecture. Harris Corporation is the only vendor that has a system administrator with the above requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 04, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
