Description
This is a Sources Sought Notice that is issued for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a RFP. The General Services Administration (GSA) is planning the procurement of several construction line item contracts at the different geographic locations/service center specific areas of responsibility for the Northwest/Arctic Region (Region 10). A list of areas and probable facilities is listed at the end of this notice. The contracts will be a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contracts that utilize both pre-priced line items for specific construction related services, equipment, materials, and furnishings. Construction trades required may include: carpentry, patching, painting, plumbing/pipefitting, electrical, specialty electrical (sound and communication), mechanical, sheet metal work, glazing, carpet laying, general labor, and drafting/AutoCAD. For historical buildings, specialized historical construction repair qualifications and expertise will be required. The basic period of performance for each contract will be 365 calendar days, with four one-year options that maybe exercised at the discretion of the GSA. Individual orders placed against each contract are not to exceed $50 thousand per order. The intent of this sources sought notice is to identify potential small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, economically disadvantaged women-owned small business concerns, and 8(a) program participants. As such, this notice is intended strictly for market research purposes and intended to determine the interest and capabilities of the above listed socio-economic categories, certified under the North American Industry Classification Code Standard (NAICS) code 236220 Commercial and Institutional Building Construction, with an applicable business size standard of $33.5 million. The government will use the information obtained from this sources sought announcement to make a set-aside determination including further restriction under a socio-economic status. If interested in this opportunity, please provide, via email, a one to two-page synopsis of qualifications and project experience for work using the various trades identified above. Interested parties should include bonding capacity, business size, and economic status, geographical/service center areas and buildings the firm is interested in providing the requested services. Please note: firms need to ensure that they have the capacity to simultaneously conduct multiple repairs and alterations in different locations within the same building, as well as in different buildings (if applicable) for each geographical area/service center area and building for which they are expressing interest. Trades that your business utilizes in the performance of its work. 5.) Service Center Areas and building(s) that your firm would be interested in providing construction line item support for (note: single area or multiple areas are allowed) The closing date for the receipt of responses is December 24, 2013, at 5:00 p.m. Pacific Time.
