Description
Summary of comments received by the Department in response to an earlier Request for Information The purpose of this Notice is to identify interested parties in the new procurement opportunity for the U.S. Department of Education summarized below. Interested parties should submit a capabilities statement of no more than 10 pages that is customized to address the specific functional requirements summarized below. Interested offerors are strongly encouraged to provide responses that are tailored to directly address the specific functional requirements summarized below. The Rehabilitation Services Administration (herein referred to as RSA) within the U.S. Department of Education(Department) is seeking expertise across four primary areas: (1) capability to conduct web-based technical assistance and training through interactive webinars; (2) migration of RSA’s central repository of technical assistance and training materials (National Clearinghouse of Rehabilitation Training Materials or “NCRTM”) from an existing server to a new server; (3) improvement and enhancement the overall functions of RSAs central repository; and (4) improvement and enhancement for users to access interpreter training materials that are contained on RSA’s central repository. These functions are currently performed through a discretionary grant that concludes on March 31, 2014. RSA is seeking a highly qualified team of experts who can demonstrate the knowledge, skills, and experience necessary to perform the tasks outlined in this Executive Summary with the utmost efficiency. 1) Capability to conduct web-based technical assistance and training in the form of interactive webinars. Tasks associated with this deliverable may include but are not limited to: • Identifying a vehicle to conduct webinars. RSA currently estimates the need to conduct up to 30 webinars annually. The length of time for a webinar would not exceed 1.5 hours. The contractor shall follow all 508 compliance requirements established by the Department. This information is located at http://connected.ed.gov/index.cfm?navid=324, which is the main Accessibility page, and at http://connected.ed.gov/index.cfm?cid=12b93199-93a9-67c1-5cfa-21e5c3ea4202, which will provide links for various types of documents. • Providing adequate, qualified, and experienced staff to support RSA in the delivery of webinars. - Pre-webinar tasks: drafting and disseminating invitations to RSA stakeholders and grantees, registering participants, effectively coordinating and responding to all logistical and technical questions and needs such as registering participants and presenters and ensuring they are able to successfully log-on and actively participate in the webinar, ensuring all materials associated with the webinar are developed and disseminated in an accessible format, editing PowerPoint slides upon request - Post-webinar tasks: briefing RSA on any technical issues that may have occurred during the webinar, as well as other areas that require attention in order to continue to improve the delivery of web-based training, providing a complete participant list to RSA, and disseminating a recording and transcript of the webinar presentation, as well as webinar-related materials on the central repository web-site. Please refer to Task 2 for more information about the central repository web-site). • Identifying methods to evaluate whether or not the webinar achieved intended outcomes. For example, developing a participant survey to identify the quality, relevance, and usefulness of the webinar and how the participant plans to implement the knowledge, skills, and abilities gained in order to change behavior and or practice. Please note: RSA intends to go beyond surveys that capture customer satisfaction or dissatisfaction. RSA does not request or recommend a specific webinar platform. However, RSA encourages prospective bidders to become familiar with its current webinar platform to better understand how RSA currently meets 508 compliance requirements and for prospective bidders to identify areas for improvement in the delivery of its web-based training. RSA expects to receive a 1 terabyte external hard drive of the existing clearinghouse that will contain all files, as well as an MS Excel spreadsheet containing a summary for each file including title, authors, dates, and file names. RSA estimates there are approximately 9,000 files. It is important to note that that there may be a significant amount of coding in order to successfully transfer all of the materials and links from the existing NCRTM web site (https://ncrtm.org/) to a new platform. The contractor shall follow all 508 compliance requirements established by the Department. Tasks associated with this deliverable may include but are not limited to: • Development of a migration strategy including a timeline and costs. • Completion of the migration strategy, including the transfer of materials to a server supported by the contractor, within 6 months of the contract award. 3) Improvement and enhancement the overall functions of RSA's central repository. Tasks associated with this deliverable may include but are not limited to: • Reviewing the summary of comments and ideas shared per a “Request for Information” (see Attachment A) conducted by RSA to improve the cataloguing, searching, and overall functionality of its national clearinghouse. • Developing a plan to strengthen and improve the overall functions of RSA's central repository including the organizing and cataloging of materials and search capabilities. This plan would prioritize the organization and cataloging of materials. For example, RSA would like to focus on materials developed from 1990-present. The plan would also include innovative ideas, strategies, and recommendations to enhance the central repository, as well as a timeline and budget. • Developing a process and conduct necessary training for grantees to submit materials developed with grant funds to RSA’s central repository. • Working with RSA to establish criteria for reviewing grant funded materials and cataloging those materials. • Developing a process and conducting necessary training for RSA Project Officers to track grantee materials to ensure submission to the central repository. • Identiying methods to evaluate the implementation of materials and whether or not the materials achieved the intended outcomes. Please note that RSA intends to go beyond tracking the number of hits to the central repository or the number of downloads from the central repository. RSA recommends reviewing the current central repository at https://ncrtm.org/. 4) Improvement and enhancement for users to access interpreter training materials that are contained on RSA’s central repository. Tasks associated with this deliverable may include but are not limited to: • Developing a plan to improve and enhance the ability for users to access interpreter training materials that are contained on RSAs national clearinghouse. • Migrating and cataloging approximately 120 video items currently housed on the current server, some of which are multiple-video sets and some of which have accompanying print transcripts. • Developing an advanced searching capability. • Conducting an inventory of RSAs central repository for interpreter education materials in print. • Developing a capability for print content, like the video content, for commentary and rating, such as a star system. • Cataloging webinars focusing on interpreter training for continuing access. • Developing a mechanism for linking to a library of 60 videos, 8-10 learning exercises that accompany the videos, as well as specified toolkits, online resources, and websites. • Creating a distinct portal within the national clearinghouse that will house interpreter education-related materials exclusively. Other Instructions for Interested Parties 1. Identify if they are an 8(a), woman-owned, service-disabled veteran-owned, HUBZone, or small disadvantaged business. Interested parties are encouraged to identify ALL such socio-economic categories for which they qualify and state whether the their socio-economic status for each is registered or self-certified. 2. The Department intends to award on a firm, fixed-price basis with a preference for companies that are qualified HUBZone and/or service-disabled, veteran-owned small businesses. 3. The Department is considering making an award pursuant to the provisions of FAR 8.405 so interested parties are requested to indicate if they are a current holder of a GSA Federal Supply Schedule 874 Mission Oriented Business Integration Services (MOBIS) contract and provide the GSA FSS MOBIS contract number. 4. Interested parties are asked to submit capability statements that are tailored to address the specific functional requirements summarized above and to include, at a minimum, the following information: (a) Company Name and mailing address, and (b) Point of Contact (name, title, e-mail address and telephone number). 5. It is anticipated that any resultant contract will have a period of performance beginning March 17, 2014 and ending September 30, 2014 with a 12 month option period. Interested parties are encouraged to provide a rough-order-of-magnitude (ROM) estimate for performing this work for both the base period of 6 1/2 months and the 12 month option period. 6. Responses should be limited to ten (10) pages. Responses shall be submitted no later than 11:30 AM Eastern Time on January 7, 2014 via e-mail to Brigid Lochary at brigid.lochary@ed.gov with cc to Stephen Scheffer at stephen.scheffer@ed.gov. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS AND THE DEPARTMENT IS IN NO WAY OBLIGATED TO AWARD A CONTRACT FOR THIS WORK. IF THE DEPARTMENT DETERMINES TO PURSUE A FORMAL PROCUREMENT, THE DEPARTMENT WILL ISSUE A FORMAL REQUEST FOR PROPOSAL THAT WILL BE AVAILABLE THROUGH FEDBIZOPPS. THE GOVERNMENT WILL NOT PAY FOR THE PROVISION OF ANY INFORMATION NOR WILL IT COMPENSATE AN RESPONDENTS FOR PROVIDING THE INFORMATION REQUESTED HEREIN. THE DEPARTMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED IN RESPONDING TO THIS NOTICE.
