Description
The Department of Energy (DOE) has a requirement for providing financial audits of the Department?s consolidated financial statements. The financial statement audits will determine if the financial statements are in conformity with generally accepted accounting principles. These audits are among the largest and most labor intensive in the Federal Government, involving work at over 30 facility management contractors and 45 Department sites in 28 states and Washington, DC. These facility contractors maintain separate accounting systems with unique systems of internal controls that must be individually reviewed. In addition to the consolidated financial statement audit and related information technology (IT) work, separate fund audits must be conducted simultaneously for multiple Department program offices. Complex accounting procedures and methodologies are needed to analyze, integrate, and convey the results of all audit work. Among other requirements, specialized expertise is needed to: ?Analyze the Department?s environmental liabilities (currently exceeds $200 billion); ?Confirm nuclear materials inventories; ?Evaluate the work of specialists in pensions and actuarial estimates, petroleum inventories, and IT network vulnerability and penetration testing; and, ?Coordinate extensively with other Federal agencies on complicated financial matters such as asset depreciation, in order to validate financial statements of the Department?s power marketing administrations which contain data from those other Federal agencies. The Office of Inspector General manages the conduct of all audit work to be performed by the contracted auditor and as such has interpreted audit standards to require that the principal auditor (the prime contractor) must directly perform the vast majority of the audit work in order to issue the audit opinion on the Department?s consolidated financial statements. This means the prime contractor can only subcontract 20 to 25 percent of the audit work, in total, to subcontractor teaming partners. The contractor will (1) plan each audit using a risk based assessment methodology; (2) issue an opinion or disclaimer of opinion on the financial statements; (3) conduct an evaluation of and reporting on internal control over financial reporting; (4) conduct an evaluation of and reporting on the entity?s compliance with laws and regulations expected to have a material effect on the financial statements under audit; (5) prepare management letters describing internal control deficiencies not considered to be material weakness or reportable conditions; (6) develop recommendations on how to correct reportable conditions and material weaknesses observed during the conduct of financial audits; (7) perform agreed upon procedures related to penetration testing and information controls for non-financial systems under the Federal Information Security Management Act of 2002; and (8) perform other agreed upon procedures and reporting the results of those procedures as required by OMB, De partment of Treasury, Office of Personnel Management, or other laws or regulations.
