- NAICS Sector Codes 23 ACC Property Topographical Map RFI Requirements ACC Property Aerial Picture ACC Property County Plot Map  This is a Request For Information (RFI) only. The Mine Safety and Health Administration (MSHA) needs an accurate assessment for the construction of a burn/testing building to plan and budget. All may eligible sources qualifying under NAICS Sector Code: 23 - Construction SEE ATTACHMENT E for Required NAICS codes list. MSHA is seeking information from interested businesses in order to determine market, realistic planning guides, and budgeting. Submission Requirements & Eligibility: RFI responses shall be written in English, Arial 12 point font, single-spaced with 1 inch margins. Only one RFI response is permitted per vendor. RFI responses must not exceed 5 (one) one-sided pages. Pages should be numbered. Do not attach a cover page or closing page. Any additional pages submitted will not be reviewed. RFI responses should include the following within the allowable 5 pages: Page 1: 1. Vendor Name, Address, Website, Phone, Email, Fax a. Identify which SBA Program(s) you are certified under if any. b. Identify you a Certified Veterans Owned small business? (Yes or No) c. Identify which NAICS codes from our Attachment E are applicable to your business (Note: at least 1 of your registered NAICS codes must be included on our "Attachment E - Required NAICS codes" list or you will not be considered eligible for this event) d. CAGE Code and DUNS number e. A signed certification that the vendor is not listed on the Excluded Parties List (EPLS) f. A Copy of SAM "Entity Overview" 2. Description of the structure that can meet the requirement, estimated project timeline, and estimated cost. If your response to the RFI does not meet the requirements listed above, you will be considered ineligible for this event. Please do not provide capability statements or marketing information. Provide only aforementioned requested information. RFI responses must be sent via email as a Microsoft Word or searchable Adobe PDF attachment to the following email address: Cross.Tracey@dol.gov The submission deadline for RFI responses is: Friday, January 31, 2014 at 4:00 PM ET All questions regarding submitting RFI responses shall be submitted via email to: Cross.Tracey@dol.gov The last day to submit questions is: Friday, January 10, 2014 at 4:00 PM ET Determination of Eligibility: A business will be considered eligible to participate in any potential business event if they: (i) are not on the EPLS list, (ii) are actively registered in SAM, and (iii) provide services that specifically fall under one of the NAICS codes. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. MSHA will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued
