Description
This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes and to enhance study design. The National Center for HIV/AIDS, Viral Hepatitis, STD and Tuberculosis Prevention (NCHHSTP) is conducting market research for an upcoming contract for services for the National Prevention Information Network (NPIN). National Prevention Information Network (NPIN), at its inception as the CDC National AIDS Clearinghouse, was designed to facilitate the sharing of information and resources among people and organizations working in HIV prevention, treatment, and support services. Today, NPIN remains a comprehensive web-based source of science-based information and resources, targeted to professionals dedicated to the prevention and treatment of HIV, viral hepatitis, STDs, and TB for CDC's prevention partners. These partners include (but are not limited by); state and local health departments, community-based organizations, CDC grantees, and community-based organizations. Additionally, many of the products and services provided by NPIN are accessible by the general public. The Government is seeking new methods, technologies, and strategies for identifying, collecting, storing, disseminating and evaluating CDC (and appropriate partners) science-based information and resources through the use of the current NPIN web (and mobile computing) properties. More specifically our interests are: • Identification of technologies that support or enhance our IT infrastructure, including database development, maintenance, analysis, special data products such as application programming interface (APIs), campaign widgets, data feeds or/and similar technologies. More specifically, data automation, data collection systems that provide an accuracy of +/-3% rendering rate. For our four databases: 1) Resources and Services Database 2) CDC NPIN Downloadable Materials Database 3) Funding Database 4) The Campaign Resource Database. (All links to the databases are located on www.cdcnpin.org) • Exploring new digital web, mobile, social media and social community technologies for all four web applications/websites (http://www.cdcnpin.cdc.gov, http://hivtest.cdc.gov, http:// m.hivtest.cdc.gov, and www.findtbresources.cdc.gov) • Increase utilization of our SHORT MESSAGING SERVICE (SMS) - "KNOWIT code (566948). How to better utilize this service with our web property hivtest.cdc.org and other web application/websites to send text messages/mobile messages to the general public concerning HIV/STD testing information. • Explore new methods to distribute, collect, and manage grantee materials, partner campaign materials and other 3rd party materials. Within the CDC NPIN Downloadable Materials Database housed on the cdcnpin.org website. Current concerns are: obtaining license agreements for printing purposes, photo releases, copy right infringement, open source materials vs non open source materials, and material customization. • Propose new methods to grow our stakeholder communication efforts. Currently we engage, share, and connect with our stakeholders/partners through communication technologies services such as webinars, telebriefings, LiveMeeting, conference calls and other shared community platforms. (See list of partners above) • Propose new technologies that provide interactive web-based training and technical assistance for our partners. Currently we use technologies such as webcasts, Google hangouts, and webinars. • Identifying and applying best practices and emerging trends in information resource sharing, social collaboration and knowledge management using web and mobile applications Interested vendors and other interested parties are invited to respond with capability statements to be used for planning purposes. Responses to this RFI will be accepted until January 6, 2013, 12:00 PM EST. Responses shall not exceed 10 pages at 12 point font. Please provide information regarding organizational size classification and capabilities, acting individually or in partnership with others, can satisfy the requirement. For example, identify whether your organization is small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or a small disadvantaged businesses. No basis for claims against the United States government shall arise as a result of a response to this request for information or from the United States government's use of such information. All comments must be submitted via e-mail as text or as an attached electronic document. Microsoft Word documents are preferred. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
