Description
This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Disposition Services will take procurement action in this matter. Responding to this request for information does not obligate a firm to respond to any resulting solicitatio n, nor is the United States Government ( USG) obligated in any way to issue a solicitation as a result of this request, regar d l ess of the responses received. Further, DLA Disposition Services will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request for Proposal. The DLA Disposition Services J-762 Acquisition Pacific Branch Office is conducting market research to determine the interest, capabilities and qualifications of small and large businesses in performing DEMIL A scrap / recyclable material field recovery and segregation for shipment, removal; transportation on Kwajalein; shipment off of Kwajalein for disposal in an environmentally responsible and compliant manner and mitigating the site (backfilling, levelling) when done. The contractor shall obtain any necessary licenses and permits, and comply with all international, federal, state, and local laws and regulations in connection with the performance of the work. Contractor shall ensure that environmental, safety, and occupational health practices are conducted in compliance with applicable laws and regulations. The Contractor shall provide all personnel, equipment, tools, materials, supervision, vehicles and other items or services necessary to perform the following: CLIN 0001: Material field recovery and segregation, removal, transportation, recycling, or disposal of scrap/recyclable materials which includes Demil A coded scrap/recyclable materials, mixed metals scrap including a variety of scrap metals such as light and heavy iron and steel; nonferrous material such as aluminum, copper, brass, and irony aluminum and mitigating the site (backfilling, levelling) when done. The estimated weight is 5 million pounds; however this estimated quantity is subject to change. In order for DLA Disposition Services to properly gauge the capability of the business community, interested parties must provide: 1) Statement of Capability. Please provide a general statement inf o rming DLA Disposition Services of the general capabilities your firm offers. It sh o uld d e scribe the specific scrap / recyclable material you can process, current and f o rward looking annual throughput capacities (weights and/or volumes). 2) Statement of Qualifications. Please provide information to address the following: (a) Describe the types of scrap / recyclable you are authorized to manage. (b) Describe the permits or authorizations granting authority to treat scrap / recyclable material, including permitting authority with references, date of issue, and date of expiration. Identify other permits or authorizations granting authority to d i spose of scrap / recyclables. If a solicitation is is s ued, offerors will be expected to provide copies and English translatio n s of these documents. (c) Describe any limitations and/or exe m ptions imp o sed by the terms of your permit or applicable law or regulation. (d) Explain whether your firm has any obligations, either imposed by law, regulation, or private contract that would prevent you from processing scrap / recyclables generated by the USG, or that would allow you to treat USG scrap / recyclables only after your obligations to other parties were met. If so, please describe the nature of the limitation or obligation. 3) Business Size. Please provide business size.
