Description
The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing Design Build construction services for P-1447 Steam Decentralization Hadnot Point, Marine Corps Base, Camp Lejeune, North Carolina area as follows: This project will remove twelve facilities from the Hadnot Point centralized steam distribution system. The facilities will be removed from the steam distribution network through the installation of new energy efficient space and domestic water-heating systems and the removal of existing steam equipment and distribution infrastructure. This project will also construct small utility buildings to support the new equipment required to remove the facilities from the central steam supply. High efficiency and high performance space and domestic water-heating systems will be installed in these utility buildings. These systems include natural gas (NG) steam boilers, NG hot water (HW) boilers, NG domestic HW boilers and NG heaters. The project will include tests and balancing and fundamental and enhanced commissioning of the new system, and integration of direct digital controls into the existing building automation system. Mechanical utilities include space and domestic water-heating. Natural gas will be supplied via existing low pressure distribution lines. Electrical utilities include secondary feeds to the new utility buildings, and communication, security, and telemetry connections to the new utility buildings. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DOD Minimum Anti- Terrorism Standards for Buildings. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.
